Strategy 2030 and Operational Priority 6 (OP6) commits the ADB to improve governance and capacity building in its developing member countries. The objective of the assignment is to monitor and support the implementation of OP6 across ADB’s portfolio and related indicators.
The specialist will help with monitoring OP6 indicators and reviewing and tagging OP6 in projects.
The specialist will be: • Coordinating closely with the Strategy and Policy Department (SPD) and the Information and Technology Department (ITD) on OP6 corporate results framework (CRF) and OP6 tagging; • Providing inputs to relevant ADB documentation on the CRF, tagging, and related issues on OP6, and ensuring that OP6-related indicators can easily be tracked and collected; • Reviewing projects for state owned enterprise tagging and their incorporation into eOps. • Reviewing project reports for their incorporation of OP6 and adherence to relevant guidelines; • Providing an initial and final summary on progress in OP6 tagging and remaining challenges; • Capturing progress in embedding OP6 in country partnership strategies and country operational business plans and reflected in the annual WPBF and President’s Planning Directions; • Assess the relevance and related work on OP6 including the strategic focus - pillars and sub-pillars and commitments made to ADB Board and Management on implementation, monitoring, and the next set of corporate priorities. • Reviewing the alignment of pillars and sub-pillars and indicators in view of new regional and global threats, i.e., increased health risks (COVID-19), economic slowdown, other crises - food, fuel; international commitments/agreements. • Work closely with ADB staff from relevant operations departments, and the Sustainable Development and Climate Change Department. The specialist will report to and work under the supervision of the Senior Public Sector Management Specialist.
The resource person position requires a minimum: 1. Bachelor's degree in economics, public administration, business, finance, law, or other related fields, a Master's degree in these fields will be a distinct advantage; 2. A minimum of 10 years of relevant work experience with proven ability to independently and effectively engage in research and analysis; 3. Experience in monitoring and evaluation 4. Experience with database design and population; 5. Experience with retrieval of information and use of related ADB systems; 6. Sufficient knowledge of ADB operations, databases, and reports; 7. Excellent analytical and organizational skills; 8. Proficiency in using Microsoft Word, Microsoft Excel, Microsoft Access and other relevant software; 7. Good capacity to liaise with ADB staff; good team player with effective interpersonal skills; 8. Experience of working with RDs on their operations would be an added advantage; and 9. Excellent verbal and written communications skills in the English language.
