The consultant will require specialized knowledge and be responsible for: (i) overall judicial capacity building, relationship management, and liaison advisory services; (ii) coordination with key stakeholders including Justices and top officials of the Court of Appeal and Supreme Court (once established), the Ministry of Justice, the Ministry of of Social Solidarity and Inclusion, other relevant ministries, and the Timor-Leste resident mission. He or she will also assist the ADB team and its Timor-Leste resident mission in coordinating TA acitivities, translating documents and providing interpretation services, and supporting the dissemination of information to stakeholders. The consultant will report to the ADB TA Team Leader, and will be based in Dili, Timor-Leste.
The consultant will assist the ADB team and its Timor-Leste resident mission in coordinating TA acitivities, liaising with relevant stakeholders and translating documents and providing interpretation services, and support in disseminating information to the stakeholders. The communication and liaison officer will report to the ADB TA Team Leader. Also he or she will closely coordinate with the Timor- Leste Team Leader (Legal and Judicial Expert) and rest of the TA team. The consultant will be based in Dili, Timor-Leste.
The consultant's detailed tasks will be determined under the supervision of the ADB TA Team Leader and will, in part, include the following: (i) Provide expert support and assistance to the ADB TA Team leader and international and national consultants with the preparation of the TA outputs and implementation of TA activities; (ii) Build and manage strong relationships with the Timor-Leste judiciary (including Justices of the Court of Appeal and, when established, the Supreme Court), officials of the relevant ministries, and top legal professionals specializing in gender-based violence in the country; (iii) Advise the TA team on the design and delivery of TA activities, based on the needs of participants and taking into account country context including any language requirements; (iv) Provide expert support and assistance to the ADB TA Team leader and international and national consultants in the implementation of the communications strategy, including preparation of communications products including press releases and photos, in coordination with the TA team and ADB’s Timor-Leste resident mission; (v) Support preparation and planning for in-country missions of other TA consultants; (vi) Support in-country missions by joining meetings, assisting with data collection, facilitating consultations, and providing interpretation, translation services and other support as needed; (vii) Arrange logistical arrangements for consultations, meetings, and in-country and regional events, in coordination with the Senior TA Project Coordinator; (viii) Facilitate and support interactions with high-level government official and development partners, including advising the TA team on relevant protocols and requirements, in coordination with the Senior TA Project Coordinator; (ix) Document TA activities by drafting detailed minutes of proceedings, for review by the TA team; (x) Facilitate relevant protocols and clearances for TA activities, in coordination with the Senior TA Project Coordinator; (xi) Provide and coordinate administrative support during and after the relevant event or meeting; (xii) Assist the TA team with in-country TA activities and provide logistical support in interfacing with the implementing agencies, trainers and participants for the capacity development programs; (xiii) Translate documents in Tetum and/or Portuguese and act as interpreter for TA-related activities; (xiv) Provide support in disseminating information to the stakeholders in coordination with the TA team and ADB’s Timor-Leste resident mission; (xv) Prepare Tetum versions of TA documents to a high professional standard; (xvi) Provide Tetum–English interpretation services for TA activities to a high professional standard; (xvii) Keep abreast of developments in Timor-Leste and provide regular updates to the ADB TA Team Leader and rest of the TA team, as well as ADB’s Timor-Leste resident mission; and (xviii) Perform other related duties as may be reasonably assigned by the ADB TA Team Leader. There is a possibility for extension of TA completion date to a further 2 years, depending on DMC demands and availability of funds. Contracts of current consultants engaged under the TA may also be extended, corresponding to the new TA completion date. Further, extension of consultant contracts is also subject to performance evaluation review, conducted at midpoint or annually, whichever comes first. The review shall be based on achievement of assignment, specific outputs on time, and on budget. Any changes in stated outputs need to be approved by ADB.
The consultant must be a Timorese with at least a university degree and have at least 4 years of work experience with a proven track record of working with or for Government of Timor-Leste agencies, developent partners or civil service organizations. The consultant must be fluent in Tetum and possess business-level proficiency in English. Also it is an advantage to possess business-proficiency in Portuguese. The consultant must have good interpersonal, communication and organizational skills.
