Kazakhstan and the Kyrgyz Republic are following a bold vision to maximize the potential of the dense 
economic centers––Bishkek and Almaty––and transform the area around them as a single economic space. The 
two cities are only 240 kilometers apart, but traveling from one city to the other takes around five 
hours, including a cumbersome border crossing in between. This makes exchange difficult and renders 
trade below potential. The second Almaty-Bishkek Economic Corridor (ABEC) Subcommittee meeting in Almaty 
on 11 June 2018 called for several initiatives to improve the connectivity in ABEC, including the 
modernization of border crossing points (BCPs). 

Within the ABEC framework, the conceptual designs and cost estimates have been prepared for the BCPs 
Karkyra, Kichi-Kapka, and Ak-Tilek, and for the national Border Services training center. The concept 
designs were approved by the Border Service (SBS) of the Kyrgyz Republic. Further project preparation 
requires preparing the topographic and hydrological studies, Terms of Reference (TOR) for the national 
or international design consultants, and development of the detailed engineering designs for all four 
facilities. 

The objective of this assignment is to develop TOR for the detailed engineering design in consultation 
with SBS, the International Architect/Design Engineer, and the ABEC procurement consultant; and support 
the procurement consultant with technical evaluation and monitoring of contracts for the detailed 
engineering design of the project facilities. 
The National Architect/Design Engineer will:
•	Liaise with SBS and support the International Architect/Design Engineer and the ABEC procurement 
consultant with preparation of TOR for the detailed engineering design consulting services. 
•	Support SBS and the ADB procurement consultant with technical evaluation of the bids from consulting 
firms.
•	Assist SBS and the ABEC procurement consultant with monitoring of the consulting contract for the 
detailed engineering design development, by providing technical expertise.  
(i) Finalizing technical requirements with SBS and ABEC consultants and preparing the final TOR for the 
detailed engineering design consulting services; 
(ii) Evaluation of technical proposals from consulting firms for the detailed engineering design 
consulting services; and 
(iii) Assistance to SBS on contract management and review of the detailed engineering designs and other 
deliverables produced by the design/architect consulting firm.
The National Architect/Design Engineer should have a Bachelor’s degree or higher in architecture and 
civil engineering and should have a minimum of 10 years of architectural and engineering experience in 
civil engineering projects, which include infrastructure development, buildings and security systems. 
Experience with border crossing points and logistics centers development is highly desired. Familiarity 
with former Soviet Union architectural and construction practices, general understanding of SNIPs and 
GOST standards is mandatory. The expert shall be proficient in English and in Russian languages.
