The Asian Development Bank is providing technical assistance (TA) grant funds to mobilize a team of 
individual consultants to design the proposed Skills for Future Economy Sector Development Program.  The 
Ministry of Economy and Finance (MEF) and the Ministry of Labour and Vocational Training (MLVT), Royal 
Government of Cambodia, will be the executing agencies. The program will be aligned with key strategies 
and priorities recommended in Cambodia’s long-term Skills Development Roadmap and Industry 
Transformation Map of Textile and Apparel industry (ITM), currently being prepared with MEF, MLVT with 
ADB support.  

The program aims to improve employability of current and future labor force (both women and men). It 
will help the government effectively implement TVET reforms and ensure future labor force have expanded 
access to high quality skills development opportunities with advanced facilities and demand-driven 
training programs. The program will: (i) strengthen skills development ecosystem in Cambodia; (ii) 
promote industry-led inclusive skills training in strategic partnership with industries; and (iii) 
enhance Skills Development Fund (SDF). It will support to develop future labor force with selected 
priority skills (e.g., industry engineering, machining, digital technology) critical to meeting the 4IR 
and green economy though transforming selected TVET institutions. It will also support to operationalize 
the ITM through enhancing competiti
The TA consultants will (i) identify the scope and coverage of a proposed project suitable for ADB 
financing, (ii) complete due diligence requirements, and (iii) prepare implementation arrangements. This 
will involve undertaking analytical work, preparing technical, financial, economic, institutional, 
safeguards, gender, and socioeconomic due diligence, developing government capacity, and supporting 
implementation once the project becomes effective. With particular reference to coronavirus disease 
(COVID-19), any need for international and/or national travel shall be assessed by ADB and the 
Consultant using ADB’s advice at the time of travel. Subject to ADB’s approval, the Consultant may use 
remote video technology meetings to replace face to face meetings as considered necessary.
The expert will 
(i)	Examine the different outputs and sub-outputs of the proposed program and describe clearly the 
transmission mechanism between the project outputs and activities and the desired outcomes (i.e., the 
results chain); 
(ii)	Review other relevant economic analysis in similar TVET projects, including the ADB-financed TVET 
Sector Development Program and Skills for Competitiveness project. Propose a sound methodology for 
estimating and comparing the economic benefits and costs of the proposed program. The identification of 
benefits may combine quantitative and qualitative analysis; 
(iii)	Collect the required data and conduct any necessary surveys and stakeholder consultations; 
(iv)	Prepare a comprehensive economic and financial analyses of the program in accordance with ADB’s 
Guidelines for the Economic Analysis of Projects (1997) and Guidelines for Financial Management and 
Analysis of Projects (2005) and also comply with the requirements of the Government of Cambodia; and 
(v)	Provide background data and other inputs for the RRP and other linked documents as required.
The expert should have experience preparing economic and, or financial analysis of projects in the 
education sector. The consultant should have mastery of the Excel software. S/he should have an advanced 
degree in economics, statistics or other relevant area and at least 15 years of work experience, 
preferably with a focus in Southeast Asia.
