The knowledge and support technical assistance (TA) cluster on Supporting the Implementation of Asian Development Bank’s (ADB) Climate Change Operational Framework 2017–2030[1] was approved by the President on 7 December 2018. To implement the TA cluster, ADB has established a dedicated NDC support platform (“NDC Advance”) through which it will provide technical assistance to enhance the capacities of developing member countries (DMCs) in meeting their climate commitments under the Paris Agreement.[2] Three subprojects have been defined under the TA cluster: (i) Supporting Ambitious Climate Action through Implementation of DMCs’ NDCs (Subproject 1)[3]: assists in refining and translating nationally determined contributions (NDCs) under the Paris Agreement into climate investment plans (ii) Enhancing Financial Mechanisms to Develop Climate Actions of DMCs (Subproject 2)[4]: improves DMC's access to external public and private climate finance, including support for innovative financing mechanisms; and (iii) Establishing Mechanisms to Measure, Monitor, and Report on Commitments made under the Paris Agreement (Subproject 3)[5]: develops methods and approaches to establish baselines and monitoring tools for indicators to measure and gauge DMC’s progress on climate actions and ADB’s contribution to these actions. The TA cluster is strongly aligned with Strategy 2030, which highlights tackling climate change, building climate and disaster resilience and enhancing environmental sustainability as one of ADB’s operational priorities, i.e., operational priority 3.[6] The Government of Lao PDR has requested ADB to provide technical and capacity building support to ensure inclusive and effective implementation of climate change policies and strategies such as the National Strategy on Climate Change (NSCC) and the country’s revised NDC. The support will: (i) mainstream climate change into national and sectoral strategy and development plans; (ii) enhance capacity of key government agencies to implement climate change policies and strategies and develop climate action plans; and (iii) establish monitoring and evaluation (M&E) system/monitoring, reporting and verification (MRV) framework to measure progress on country’s NDC and NSCC targets. ADB requires the services of a Database Management Specialist, national consultant (hereafter referred to as “Consultant”) to support the Climate Change and Disaster Risk Management Division (SDCD) of the Sustainable Development and Climate Change Department (SDCC) in the implementation of TA cluster and TA subproject 3 activities. ---------- [1] ADB. 2017. The consultant is expected to provide technical support to the TA subproject activities. The consultant will provide inputs to the subproject team, helping acquire relevant information from Lao PDR national government, ADB documents, and other sources, input and analyze data, and produce spreadsheets and reports. The consultant will report directly to the TA Supervising Unit (TASU) and work closely with the TA cluster team and ADB’s Lao PDR Resident Mission. The consultant shall submit the deliverables requested on dates as agreed with the Team Leader. The Consultant may use remote video technology meetings to replace face-to-face meetings as considered necessary.
The Consultant will carry out the following specific tasks: i. acquire and review relevant data and information related to Lao PDR’s climate change policies, programs and projects, including related information on climate change core priorities and indicators; ii. analyze Lao PDR’s data requirements and availability from documents, databases from relevant government offices including ADB departments; iii. prepare design of database (template) in close coordination with the supervisor, MRV Specialist, TA team and government counterpart; iv. populate database and carry out statistical analysis of the data and information collected; v. present data and information on spreadsheet form, graphs and/or write-ups to report the analysis undertaken in a concise manner; and vi. perform other tasks necessary as requested by the TASUs/SDCC. The Consultant will report to the Senior Climate Change Officer, SDCD. He/she will support in preparing briefing/meeting materials and related technical documents (as needed), in performing the tasks outlined above. • Bachelor’s degree in economics, statistics, information technology, policy or any other development field • At least 10 years relevant experience in the development field e.g., climate change, environment • Good knowledge of ADB operations is an advantage • Good organizational and planning skills, ability to adhere to deadlines • Strong analytical, reporting, and research skills • Excellent verbal and written English communication skills • Proficiency in Microsoft applications such as MS Word, Excel, PowerPoint • Good interpersonal skills and ability to work/interact in a multi-cultural environment
