The private sector development coordinator will help coordinate activities for TA Output 2: Reduced transaction costs for private businesses. The coordinator’s role includes support preparation and planning for in-country missions of the TA specialists as well as hold discussions with the government officials and plan consultation meetings.
The Private Sector Development Coordinator will work in close consultation with the government and ADB staff to support reform processes for business registration; investment promotion; and state-owned enterprises. The coordinator will support the workplan formulation for developing an electronic company registration system; map business processes for Trade-Invest, the government’s designated authority for business investment and promotion; and help initiate terms-of-reference for a performance monitoring framework for SOEs.
The consultant will be expected to undertake the following tasks: Coordinate between government agencies and support preparation and planning for consultant missions, including assisting in: Collection of in-country materials and quantitative and qualitative data in coordination with SERVE and MRLAP. Compilation of information on existing legal and regulatory frameworks and identifying gaps to support improvement of business processes in TradeInvest. Initiate discussion on a workplan for training and capacity development to improve SOE governance in the country. Support the planning of in-country missions by facilitating consultations, providing background information, preparing notes, and translation services, as required. Provide inputs for the preparation of technical reports. Other tasks, as required.
The consultant will be a Timorese national with a degree in economics, accounting, business, finance, law, public administration, or other related fields. The consultant will have at least 5 years of demonstrated experience related to governance, private sector development, and policy reform in Timor- Leste. The consultant must be fluent in Tetun and English, have strong analytical skills; and a proven track record of working with or for Government of Timor-Leste agencies.
