The Economist will undertake 4 extended missions to Niue (staying on island for up to 10 weeks per visit), completing other tasks from their home office, as necessary. The assignment is expected to strengthen the capacity of the Ministry of Finance, Treasury Team to produce timely economic analysis, develop a monitoring and evaluation framework for economic development, improve data collection and timely advice to support decision making.
The assignment of the Economist will include the following: i. Critically review and assess existing economic policies and Niue's macroeconomic prospects in the context of the global environment and fragilities within the region; • Support the Ministry of Finance in preparing concise policy briefs on relevant economic topics as and when required, to expand revenue opportunities and economic growth; • Facilitate the timely compilation of available economic, fiscal, and social indicators, while identifying potential means to expand the available set of indicators, toward supporting the development of a stronger evidence base for policy making; • Assist ministry officials on technical matters and strengthen the capacity of economic policy analysis division; and • Train and mentor technical personnel within the ministry in macroeconomic policy analysis, planning and implementation ii. Develop a National Integrated Monitoring & Evaluation (M&E) Implementation Plan—with corresponding reporting mechanisms and tools, including a strong resources and results matrix—for the ‘finance and economic development pillar’ in Niue’s National Strategic Plan 2016–2026; • Prepare a detailed engagement plan for coordinating consultations with stakeholders; • Distinguish and clarify institutional M&E roles and responsibilities and arrangements for M&E coordination, management, and implementation processes for economic development; • Develop and implement a framework for collection of economic data to facilitate (current and future) macroeconomic planning; • Develop standardized mechanism and templates for reporting results of the economic development to the government institutions, the public and international partners iii. Review key government capital projects for Cabinet approval in terms of its feasibility and viability; iv. Closely coordinate with ADB staff and consultants, particularly those who will also be providing in- country support, to ensure synergies and avoid duplication in assistance efforts; v. Collaborate with other development partners in matters relating to economic and fiscal policy as well as on M&E of results; and vi. Other relevant tasks as determined by the Ministry of Finance staff. In line with the Niuean government’s request, the successful candidate is expected to travel to Niue for 4 missions and be based there for up to 10 weeks per visit. With reference to COVID-19, the government will facilitate approvals for the travel but shall also be assessed by ADB and the Consultant using ADB’ s bank wide advice at the time of travel. The Consultant is also expected to use remote video technology meetings to replace face to face meetings in the event that the travel could not be facilitated. Note: The successful candidate will be offered intermittent working days for the first 12 months. Upon satisfactory achievement of key milestones agreed in the workplan, ADB would extend the offer for the remaining days as required by ADB and the Niue Government to complete this work.
The expert should preferably have an advance degree at a minimum, in economics and international development. The expert should have a minimum of 10 years professional experience and ideally have completed at least 10 or more relevant assignments in Asia and the Pacific. Experience in the Pacific is highly desirable.
