This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 30 June 2014 and was updated on 26 February 2016.

SUE KMK hereinafter referred to as “the Employer”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and grant from Swiss State Secretariat for Economic Affairs (“SECO”), administered by the European Bank for Reconstruction and Development (the Bank), towards the cost of North Tajik Water II Rehabilitation Project

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan and the grant:

NTWRP2 - 3.4 comprises the rehabilitation of the water supply network in Istaravshan city, including:

• supply of pipes, valves and fittings; and

• provision of related installation and civil works, including installation of pipeline HDPE 100, SDR 17, DN63-315 with a total length of approximately 24.5 km.

The implementation shall start in the spring of 2016 and shall be completed within 12 months after signing the Contract including winter break.

Tendering for contracts to be financed with the proceeds of a loan from the Bank and the grant is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

a. The tenderer shall have an average annual turnover USD 1,0 mln.

b. The tenderer shall demonstrate that it has access to, or has available liquid assets USD 0,2 mln.

c. The tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three projects of a nature and successfully and substantially completed and that are similar to the proposed Works

d. Tenderer shall demonstrate participation as contractor or management contractor in at least three contracts within the last five years, each with a value of at least USD 1.0 mln, including experience in not less than 3 projects with minimum 20 km of pipe laying, installation of at least 150 valve chambers and asphalt laying of at least 15000 m2.

Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of USD 200 or equivalent in a convertible currency.

Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched electronically by email in PDF format. No hard copies will be sent.

All tenders must be accompanied by a tender security of USD 30’000 or its equivalent in a convertible currency. The tender security shall remain valid for a period of at least 28 days after the validity period of the tender.
