INTERNATIONAL INVITATION FOR TENDERS

TANZANIA IMPROVEMENT TO REGIONAL AIRPORTS

THE UNITED REPUBLIC OF TANZANIA

MINISTRY OF WORKS, TRANSPORT AND COMMUNICATIONS

TANZANIA AIRPORTS AUTHORITY

The United Republic of Tanzania has received a loan from the European Investment Bank – EIB towards the cost of the IMPROVEMENT TO REGIONAL AIRPORTS. This International Invitation for Tenders relates to the contract for Rehabilitation and Upgrading of Kigoma Airport - ICB NO: AE-027/2015-2016/KG/W/47

This contract will include:

i. Construction of Terminal building;

ii. Landside pavement works;

iii. Extension of Apron to flexible pavement;

iv. Construction of Control Tower

v. Construction of Storm water drainage systems;

vi. Installation of AGL and NAVAIDS.

vii. Construction of Electrical Sub-station

This contract is expected to be implemented from December 2016 to June 2018.

The award criteria to be used in the tender evaluation is the lowest price of the substantially responsive bid, provided further that the selected Bidder is determined to be qualified to perform the Contract satisfactorily in accordance with the qualifying criteria specified in Section III, Part I of Volume 1 of the Bidding Documents.

Minimum financial qualifying criteria:

a; Average annual turnover calculated as total certified payments received for contracts in progress or completed within the last five years.; 17

b; Access to or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet (i) the following cash-flow requirement (ii) the overall cash flow requirements for this contract and its current commitments.; 2

c; Participation as main contractor, management contractor, or subcontractor, in at least two (2) contracts within the last seven (7) years, that have been successfully and substantially completed and that are similar to the proposed Works; 15

d; If none of the contracts under item 3 above has been performed in a developing country that is not the bidder’s own country, the following additional requirement applies: Participation as contractor, management contractor, or sub-contractor, in at least one (1) contract within the last five years, of nature of construction similar to the proposed works and that has been successfully and substantially completed in a developing country that is not the bidder’s own country; 5

All firms are invited to participate in the tender.

Interested eligible Bidders may obtain further information from, and inspect the Bidding Documents at: the Office of the Secretary, TAA Tender Board, Terminal One, Julius Nyerere International Airport, Box 18000 Dar es Salaam, Tel.+255 22 2842399, Fax:+255 22 2844495, Email: [email protected] , from 7.30 am to 3.30 pm on Mondays to Fridays inclusive, except on public holidays.

A complete set of Bidding Document(s) in English may be purchased by interested Bidders on the submission of a written application to the address given above and upon payment of a nonrefundable fee of USD.100 (US Dollar One Hundred Only) bearing the name of the project. Payment should either be by Cash, Banker’s Draft, or Banker’s Cheque, payable to Director General, Tanzania Airports Authority, Julius Nyerere International Airport, Terminal Building One (TB I), P.O. Box 18000, Dar es Salaam. On request, against a faxed copy of the evidence of the remittance, the Bidding Documents may be sent by courier service if the transport is previously ordered by the Bidder in his country. The Borrower bears no responsibility for the delivery in such a case.

A Bid Security of 2.5% of the Total Bidder’s Amount fulfilling the conditions indicated in the Bidding Documents must accompany all bids.

Bids shall be valid for a period of 120 days after opening and must be accompanied by a bid security in original and acceptable form in the amount identified in ITB 19.1 on the Bid Data Sheet in US Dollar or its equivalent in a freely convertible currency.

All bids must be delivered in closed envelopes bearing the mention “Bid for Rehabilitation and Upgrading of Kigoma Airport – ICB NO: AE-027/2015-2016/KG/W/47” not later than 10:00 hrs local time 12th October 2016 at the following address: Tanzania Airports Authority HQ, Terminal One, Julius Nyerere International Airport, Dar es Salaam, Tanzania. Bids will be opened immediately in the presence of Bidders’ representatives who choose to attend.

Late Bids, Portion of Bids, Electronic Bids, Bids not received, Bids not opened and not read out in public at the bid opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
