RFB No: NPA/MRRD/1400/NCS-1270/ICB (MRRD/CCAP/SR/300). 2.     The National Procurement Authority, Ministry of Rural Rehabilitation and Development now invites sealed Bids from eligible Bidders for The Hiring of the Firms for Rental Vehicles of Field Offices (7 lots), in different provinces for one year. 3.     Bidders are required to meet the Qualification requirements listed briefly hereunder. [Bidders are advised to refer to the Bidding documents for complete details in the regard.] Minimum annual Financial Turnover in Rental Vehicle Services in any one year during the last 5 years shall be: Lot1 – Western Region, 21,500,000AFN Lot2 – North West Region, 15,600,000 AFN Lot3 – Kabul Region, 34,900,000 AFN Lot4 – South Region, 31,800,000 AFN Lot5 – North East Region, 46,400,000 AFN Lot6 – East Region, 40,000,000 AFN Lot7 – Paktia Region, 32,000,000 AFN Note: if the bidders wish to qualify for award of contract for more than one lot then the bidder must demonstrate having required annual Rental Vehicle Services turnover to meet the aggregate of the qualifying criteria for the individual lots. Completed substantially at least one similar contract within the last five years with a minimum value of; Lot1 – Western Region, 12,000,000 AFN Lot2 – North West Region, 8,500,000 AFN Lot3 – Kabul Region, 19,100,000 AFN Lot4 – South Region, 17,400,000 AFN Lot5 – North East Region, 25,300,000 AFN Lot6 – East Region, 21,600,000 AFN Lot7 – Paktia Region, 17,400,000 AFN Bidder must demonstrate access to liquid assets or credit facilities by submitting the Banker’s certificate for an amount of; Lot1 – Western Region, 4,900,000 AFN Lot2 – North West Region, 3,600,000 AFN Lot3 – Kabul Region, 8,000,000 AFN Lot4 – South Region, 7,300,000 AFN Lot5 – North East Region, 10,600,000 AFN Lot6 – East Region, 9,000,000 AFN Lot7 – Paktia Region, 7,300,000 AFN Note: If the bidders wish to qualify for award of the contract for more than one lot then the bidder must demonstrate having required liquid assets to meet the aggregate of the qualifying criteria for the individual lots. Bidders shall not have during the last 5 years (i) history of non-performance of a contract or (ii) a consistent history of litigation or arbitration awards. Bidding will be conducted through International Competitive Procurement using a request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018.
