Description

Purpose

The purpose of this APW is to support the Ministry of Health (MOH) in Malaysia with the development of information, education, and communication (IEC) materials, including but not limited to the production of infographics, video animation and print materials to support the implementation of the salt reduction behavior change strategy.  This is part of the LINKS Salt Reduction Project: ‘Survey of salt levels in street foods and strategic communication to strengthen salt reduction action in Malaysia’ that MOH is undertaking with technical support from The World Health Organization (WHO) Representative Office for Malaysia, Brunei Darussalam and Singapore.

 

Background

The “Survey of salt levels in street foods and strategic communication to strengthen salt reduction action in Malaysia” project is a collaborative effort between the Ministry of Health Malaysia, Universiti Kebangsaan Malaysia, the George Institute for Global Health Sydney Australia, and the World Health Organization (WHO) Office in Malaysia, through a competitive international research grant.

The objective of the program grant is to strengthen Malaysia’s salt reduction strategy by comprehensively analyzing salt levels in street foods with a view to:

  1. Accelerate mandatory sodium labelling
  2. Create awareness on salt reduction among Malaysians through an extensive communication strategy
  3. Engage food industry in reformulation efforts

Progress to date has included the completion of the salt survey in street foods in 10 States in Malaysia and the fatty acid analysis of the most common street foods found in each State. In addition, the national behavior change communications plan has been developed.  The next step is to develop the information, education, and communication (IEC) materials to provide the MOH with a toolkit to support the implementation of the national behavior change communication plan.

Work to be Performed

Under the supervision of the WHO Representative Office for Malaysia, Brunei Darussalam and Singapore, the APW partner will provide the following outputs and deliverables:

 

Output/s and deliverable/s

Output 1: Content plans for one 3-minute IEC animated video for the public and one 3-minute IEC animated educational video for use in schools. The videos will include real life people and animation of at least 2D.

  • Deliverable 1.1: Draft content for the two videos
  • Deliverable 1.2: Revise and finalize content plan based on feedback from MOH and WHO.

Output 2: Develop storyboards

  • Deliverable 2.1: Draft storyboards for the videos and prepare visual presentations for MOH and WHO.
  • Deliverable 2.2: Revise and finalize storyboards based on review and feedback from MOH and WHO.

Output 3: Production of videos

  • Deliverable 3.1: Produce the first cut of the videos based on content plan and storyboards.
  • Deliverable 3.2: Share first cut of all videos for review and feedback from MOH and WHO. Make revisions as necessary.

Output 4: Submission

  • Deliverable 4.1: Deliver the two produced and finalized videos.

Output 5: Adapt the educational video content into infographics, a comic-style pamphlet, and posters for use in the school engagement programme.

  • Deliverable 5.1: To develop a draft of the infographics, pamphlet, and posters and present to the MOH and WHO
  • Deliverable 5.2: Revise and finalize the infographics, pamphlet and posters based on the review and feedback from MOH and WHO.

Output 6: Adapt the general public video content into infographics, a pamphlet, and posters for use with the general public.

  • Deliverable 6.1: To develop a draft of the infographics, pamphlet and posters and present them to the MOH and WHO
  • Deliverable 6.2: Revise and finalize the infographics, pamphlet and posters based on the review and feedback from MOH and WHO.

Output 7: Submission

  • Deliverable 7.1: Deliver the finalized infographics, pamphlets, and posters.

Output 8:  Develop social media content to be shared online, including social media filters and short animated character overlays.

  • Deliverable 8.1: To develop the draft social media content including social media filters and short animated characters and present them to the MOH and WHO.
  • Deliverable 8.2: Revise and finalize the social media content based on the review and feedback from MOH and WHO.
  • Deliverable 8.3: Insert animated characters into selected influencers’ YouTube videos.

 

Specific requirements

Qualifications required

  • A video production company based in Kuala Lumpur with longstanding experience in developing storytelling and engaging videos, including 2D and 3D animations, as well as outreach materials and social media content.

Experience required

Essential

  • • At least five (5) years of experience in developing videos, animations, and motion graphics, outreach materials and social media content
  • • Demonstrated experience in producing high quality visual products

Desirable:

  • • Previous experience of working with WHO, Ministry of Health, other UN agencies or NGOs

Skills / Technical skills and knowledge

  • • Essential: Excellent skills in filmography and video production, graphic design and video animations

Language requirements

Excellent speaking, reading and writing knowledge of English and Bahasa Melayu
