The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) has a requirement to Lease one (1) 4x4 Truck for its operations supporting DR-4404-MP and requests that you submit a quote in response to this solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Request for Quotations is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6. The incorporated provisions and clauses within this solicitation document are those in effect through Federal Acquisition Circular (FAC 2021-02), effective October 23, 2020. A subsequent firm-fixed priced purchase order will be awarded as a result of this RFQ. The Statement of Work (SOW), which provides a detailed description of the services being acquired is attached. The associated North American Industrial Classification System (NAICS) code for this procurement is 532120, Truck, Utility Trailer, and RV (Recreational Vehicle) Rental and Leasing is $32,500,000.

The solicitation number for this is 70FBR921Q00000023 and needs to be referenced on all quotation documentation submitted in response to this solicitation.

The Government intends to award single purchase order contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The following factors are listed below in descending order of importance and shall be used to evaluate offers:

   3. Delivery
   4. Past Performance

Technical and past performance, when combined, are approximately equal to cost or price.

To receive award, the vendor must propose a truck that meet requirements in the SOW and propose an expedited delivery date. The Base Period of Performance will be for 3 months commencing on the effective date of the Purchase order. There will also be three (3) – 3 Months Renewal Options, if exercised by the Government.
