II.2.4)Description of the procurement:

The European Central Bank (ECB) was seeking a supplier for the provision of the examinations of the Target2-Securities (T2S) services as the T2S External Examiner. The scope of the examinations of the Target2-Securities (T2S) services shall be limited to the provision of T2S services or directly related activities. The services are expected to comprise the financial years 2017, 2018, 2019 and 2020. The tasks to be performed by the external examiner are based on international standard on assurance engagements (ISAE) No. 3402, and comprise a regular (annual) audit with the delivery of the ISAE 3402 (SOC2) Type II examination and related report and ad-hoc examinations. The T2S examination services will be performed both remotely at the external examiner’s premises and on T2S sites. Onsite examinations visits are expected to take place at the ECB’s premises in Frankfurt, as well as at the premises of the four Central Banks operating T2S (namely Banca d’Italia, Banco de España, Banque de France and Deutsche Bundesbank). The outcome of the external examination, especially the management letter, the detailed report, and any recommendation put forward by the external examiner, shall be produced in English. However, the onsite examination visits should be carried out by staff of the external examiner speaking fluently English (for ECB visits), or the local language of the 4 Central Banks operating T2S.

Unsuccessful tenderers may request the ECB's Procurement Review Body to review the decision to reject their tender under the conditions set out in Article 39 of Decision (EU) 2016/245 of the European Central Bank of 9.2.2016 laying down the rules on procurement (ECB/2016/2). Any appeal shall be submitted to the Procurement Review Body of the ECB.
