1. CV with at least three references;

2. The technical proposal shall consist of:

  • Motivation Letter describing their interest in the assignment and why they are the most suitable for the work; and URL’s to previous work on social media; particularly Twitter
  • Portfolio including multimedia and written samples;
  • Latest personal CV or P11, including experience in similar campaigns and at least three references
  • A technical proposal: shall describe the methodology and the approach on how to fulfil the required deliverables as well as outline the major components of its implementation 

3. The financial proposal shall consist of a lump sum of the total contract price for the whole duration of the contract period. The financial proposal shall also contain a breakdown of the costs. The lump-sum/contract price is fixed regardless of subsequent changes in the cost components.

If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP

Payments are deliverable based, i.e. upon delivery of the services specified in the TOR. 

Any request for clarification must be sent by electronic communication to the above e-mail address. UNDP will respond by electronic email and will send written copies of the response, including an explanation of the query without identifying the source of inquiry to all consultants.

During the COVID19 lockdown in Jordan, people around the world faced a shift in their daily experiences, roles, and responsibilities. While this included an unfortunate increase in gender based violence, especially, towards women, there was also a positive trend of men taking on roles and responsibilities usually taken on by women. Witnessing this positive trend, UNDP decided to use behavioral insights to study this trend and to develop an online campaign “experiment” to see how these positive behaviors could be sustained, beyond the lockdown. Ultimately, this is meant to be a step in the direction of changing perceptions of gender roles and increasing gender equality in the future. This initiative is being managed by the Accelerator Lab, Jordan. https://acceleratorlabs.undp.org

Criteria for Selection of the Best offer

The selection of the best offer will be based on the combined scoring method, where the qualifications and methodology will be weighted 70 percent, and then combined with the price offer, which will be weighted 30 percent.

Technical Criteria – 70 % of total evaluation– max. 70 points:

CV review: 30 points;

  • Educational qualifications as defined in the terms of reference (15 points)
  • Experience (15 points);

Portfolio: 40 points;

Experience in Content Development and management (15 points)

Experience in Twitter campaigns management  (15 points)

Experience in monitoring and analyzing social media and digital communications performance and engagement (10 points)

Only those individual consultants who obtain at least 70% of points from the technical evaluation will be considered for the financial proposal evaluation.

Financial Criteria – 30 % of total evaluation – max. 30 points.
