This General Procurement Notice is an update of the General Procurement Notice (No. 8963-GPN-17149) published on EBRD web site on 5.2.2018.

Bulgartransgaz EAD (the “Employer”) intends to use Grant proceeds provided by the Kozloduy International Decommissioning Support Fund ("KIDSF"), administrated by the European Bank for Reconstruction and Development (EBRD, "the Bank") under Grant Agreement No. 057 and its own funds, to construct gas pipelines with a total length of 122 km to connect the municipalities of Svishtov, Pirdop, Panagiurishte, Bansko and Razlog to the national gas transmission network (the Project).

The Project will require procurement of goods, works and services as follows:

1) Gas transmission pipeline to Svishtov:

Scope: supply of materials and equipment, installation, construction and commissioning of a high pressure gas transmission pipeline, Automated Gas Regulation Station (AGRS) to the town of Svishtov and auxiliary facilities.

2) Gas transmission pipeline to Panagiurishte and Pirdop:

Scope: supply of materials and equipment, installation, construction and commissioning of a high pressure gas transmission pipeline, AGRS to the town of Panagiurishte, AGRS to the town of Pirdop and auxiliary facilities.

3) Gas transmission pipeline to Razlog and Bansko:

Scope: supply of materials and equipment, installation, construction and commissioning of a high pressure gas transmission pipeline, AGRS Razlog/Bansko and auxiliary facilities.

4) Consulting services for the design and design supervision as well as for a Project Management Unit Consultant were already procured within the scope of the Grant Agreement.

The total budget for the Project is 21 800 000 EUR, 50 % will be funded by KIDSF and 50 % by Bulgartransgaz EAD.

Procurement will commence in the third quarter of 2019.

Contracts implementation is expected to take about 20 calendar months, followed by a Defects.

Notification period.

Contracts to be financed with the proceeds of the KIDSF Grant will be subject to the Bank’s Procurement Policies and Rules and will be open to firms from any country.

The proceeds of the Grant shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Employer's country.
