Dear Respected Bidders,

We are pleased to invite your kind to our Request for proposal for Service # 2021- 9168616- Building a Shock-Responsive National Social Protection System for Jordan. You are kindly requested to submit your best proposal “Technical & Financial” (IN SEPARATE E-MAILS, ONE FOR TECHNICAL PROPOSAL, ONE FOR FINANCIAL PROPOSAL. IF THE TECHNICAL PROPOSAL INCLUDES ANY PRICING OR NUMBERING, YOUR PROPOSAL WILL BE INVALIDATED) ONLY to [email protected] no later than 12:30 PM Amman Time on 11 August 2021, otherwise it will be considered as not valid.

 

(IMPORTANT POINTS TO THE BID):

  • Bidders who have applied previously, may re-submit new proposals taken into considerations the updated TOR (and adhering closely to the requirements of the TOR in terms of team composition, clear elaboration on deliverables and suggested work methodology)
  • While generating data and evidence is an essential component of this assignment, the firm should ensure a balance in the team’s composition between SP practitioners, policy analysts and researchers (this assignment is primarily a technical assistance one, not a research project)

 

  • The assignment requires field work and face to face consultations/data collection. International firms are encouraged to submit a joint proposal through partnership and engagement with a local firm. Alternatively, the firm should ensure including good representation of locally based experts to facilitate in-person data collection and consultations (in case of restrictions on international mobility given COVID-19). Hence, Detailed costing should also consider the need to conduct face to face consultations and in-person data collection through the local consultants and/or international missions (to be facilitated based epidemiological situation in Jordan and Government guidelines).

 

  • Aspects and methods related to costing (public finance), M&E, and gender analysis should be clearly articulated and addressed in the technical proposal.

 

  • Guiding questions/ or conceptual framework for different components within the scope should be listed / reflecting good understanding of the requirement for building a shock-responsiveness SP system. Suggested qualitative and quantitative methods should be explained in relation to the specific nature of the assignment in terms of justification and utilization – not to be presented in general terms.

 

  • Core team members should have at least 5-7 years of experience in their respective areas (10 years and more for the team leader). For additional members, less years of experience are acceptable.

 

  • Samples of two completed relevant work should be submitted (not just a description, to be attached with the application – or with active links)

 

  • Contact information for two references should be provided (along with info on the service provided)

 

  • Registration certificate should be attached with the application (firms should clearly indicate in their proposal the year of establishment and years of experience)
