The contract has been divided into two lots. Providers must only respond to the Lot to which they are interested in bidding for. Providers may bid for more than one Lot.
Lot 1 DurhamWorks (Durham Directions) – Employment Routeways
Lot 2 DurhamWorks 3 – Employment Routeways
We are welcoming bids to deliver programmes across all employment sectors however you should pay attention to the most popular sectors our demographic of young people are interested in where there are recognised and realistic opportunities for progression to Employment , Apprenticeships, Traineeships or Further Education.
Contracts will be paid on the delivery and evidencing of pre-defined outputs and relate to starts, completions and progressions from your programme into Employment, Education or Training (EET).
DurhamWorks (Durham Directions) – Employment Routeways
Lot 1 – DurhamWorks (Durham Directions) – Employment Routeways
Maximum budget available is £1,200,000 (18 months)
DurhamWorks is looking for Providers who can deliver tailored bespoke support to 16-24 year old participants who are Not in Education, Employment or Training (NEET)/unemployed with a specific focus of progressing participants into paid employment (other outcomes may be fundable).
• Participants must be generic NEET
• Minimum of 20 participants per employment routeway bid
• Maximum of 30 participants per employment routeway bid
• Maximum of three different employment routeway sectors per bidder
European Structural & Investment Funds (ESIF)
The proposed contract is to be let with an option to extend for a further 2 periods of 6 months from the actual end date or completion of achieving satisfactory targets on the programme (whichever is sooner) (i.e. extensions can run concurrently), subject to funding, performance, achieving KPI’s, need and Commissioner approval.

Lot 2 – DurhamWorks 3 – Employment Routeways
Maximum budget available is £500,000 (18 months)
DurhamWorks is looking for Providers who can deliver tailored bespoke support to 16-24 year old participants who are Not in Education, Employment or Training (NEET)/unemployed with a specific focus of progressing participants into paid employment (other outcomes may be fundable).
• Participants must be:
• young people or young adults aged 16 – 24 yrs. old inclusively, based on age at the start of the programme. Young people aged 15 can be engaged after the official school leaving date.
• County Durham residents living within the boundaries of Durham County Council.
• NEET/unemployed at the start of the programme.
• Minimum of 20 participants per employment routeway bid
• Maximum of 30 participants per employment routeway bid
• Maximum of three different employment routeway sectors per bidder

Section VI: Complementary information
The Contracting Authority incorporated a standstill period at the point information of the award of the Contract was communicated to bidders. That notification provided full information on the award decision. The standstill period which was for a minimum of 10 calendar days, provided time for the unsuccessful bidder to challenge the award decision before the contract is entered into. The Public Regulations 2015 provide the aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court(England,Wales and Northern Ireland).
