Affinity Water publish a Water Resource Management Plan (WRMP) every 5 years which sets out our supply demand balance. To encourage third parties to submit solutions for water supply, demand management and leakage services we are issuing this PIN. Bids will be assessed in accordance with our BAF and potential solutions will be considered as part of our next WRMP (2024).

II.2.4)Description of the procurement:

Ahead of a draft WRMP24 submission in 2022 Affinity Water have been developing the plan collaboratively with neighbouring water companies in a regional setting through participation in Water Resources in the South East (WRSE). The first stage of that work was to identify the Initial Resource Position Statement (IRPS) for WRSE, which includes the challenges facing the region and the supply demand balance for the Affinity Water Resource Zones (WRZs). The WRSE IRPS can be viewed at:

Should a third party wish to submit proposals to support meeting the challenge then more information can be found at the following web page on water trading where the Affinity Water BAF and Trading and Procurement Code are located:

The BAF provides third parties with the information to be able to understand the process, context and principles which apply when putting forward a proposal. There is also additional information provided on the Affinity Water dispute’s procedure and evaluation criteria. The WRSE IRPS is based on the information set out by the water companies in WRMP19, and the Affinity Water final WRMP19 documentation can also be found at this webpage. The WRMP is statutory plan that all water companies must submit, it is a strategic plan and the final WRMP19 sets out how Affinity Water plan to provide a reliable, resilient, efficient and affordable water supply to customers from 2020 to 2080, whilst protecting the environment. At the core of this plan is the need to balance the amount of water available for supply with the demand for water.

Affinity Water are continually looking for new and innovative ways in which we can meet our supply and demand requirements, and would like to hear from you if:

• A) You are in possession of a licence to abstract water which is not in use or is not utilised to capacity;

• B) Have a borehole or asset on your land/site where abstraction of water for public consumption is potentially viable that you would consider selling. This could be an asset that you are currently not using or you are likely to cease using in the future;

• C) You are developing technology which aims to reduce the usage of water at home or business;

• D) Or you could provide leakage services

If your proposal is for new services, not covered under our existing activities then third parties can use this process to lodge their interest via the Intend Portal.

If your proposal relates to existing services that are already under contract, Affinity Water will indicate the approximate timescale where the service is due for re-tender and advise that the third party should join the Achilles UVdb for the chance to participate.

Where proposals are put forward and where an appropriate amount of information is provided, the proposal can be assessed as part of our options appraisal up until the 11 January 2021 for inclusion within the initial regional planning round in 2021.

Proposals are welcome up until end the of 2021 ahead of our dWRMP24 submission (in 2022) however where successful proposals put forward in 2021 come forward they may need to be included in later versions of the WRMP depending on the exact timing of the proposal. Further information relating to future windows of opportunity to put forward proposals will be provided in 2021.
