512_16 — half hourly electricity meter operator and data services.
A multi supplier framework agreement for the provision of half hourly electricity meter operator and data services. The framework is divided into three lots:
Lot 1: Half hourly meter operator service;
Lot 2: Half hourly meter operator service;
Lot 3: A combined service of Lot 1 and Lot 2 priced together for a combined service offering.
As a Central Purchasing Body as defined by the EU Procurement Directive 2014/24/EU, the framework agreement is open for use by the following classifications of user throughout all administrative regions of the UK:
• Local Authority Councils;
• Educational Establishments (including Academies);
• Central Government Departments and Agencies and Local Government Departments and Agencies;
• Police, Fire and Rescue and Coastguard Emergency Services;
• NHS and HSC Bodies, including Ambulance Services;
• Registered Charities;
• Registered Social Landlords;
• Any Public Body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament.

The framework has been extended beyond the maximum 4-year term to 15 August 2021.
A replacement framework was due to commence on 1 April 2021. Procurement process for the replacement framework was delayed as a result of the Covid-19 pandemic. Suppliers looking to tender were predisposed with other organisational and customer service related duties brought about directly as result of the Covid-19 pandemic. This led to their inability to tender on the basis of the originally allotted timescales. The services available via this framework are required by law and are essential products required for use by local authorities, schools and other government bodies. A continued availability of the product lots is required by all customers that utilise the framework. ESPO could not have foreseen the circumstances that have arisen due to the Covid-19 pandemic and brought about the need for this extension. The nature of the framework remains exactly the same in terms of scope of services, and terms and conditions of service (other than its term).
