Dynamic Purchasing System — External Property Inspection
Procure Plus Ltd (PP) is a social housing regeneration consortium. PP specialises in the procurement of goods, works and services for the construction and maintenance of social housing properties.
PP is establishing a dynamic purchasing system (DPS) for external property inspections that will include drone surveys, image modelling, assessment consultancy, on-site and laboratory testing services.
Drone Surveys
The purpose of this lot is to allow customers to purchase drone surveys to capture high resolution photographs of buildings to provide the customer with a full understanding of the visual condition of their housing stock.
A number of contracts called off under the DPS may be completed using funding received via the European Union including but not limited to the European Development Fund.
Suppliers should note that the estimated value set out in this notice is an estimate only. The value may increase depending on how many suppliers are admitted to the DPS during its term, and how many organisations decide to award contracts under it.
Image Modelling
The purpose of this lot is to allow customers to purchase 3D models of properties from photographs to allow customers to better manage and maintain their housing stock.
A number of contracts called off under the DPS may be completed using funding received via the European Union including but not limited to the European Development Fund.

Assessment Consultancy Services
The purpose of this lot is to allow customers to purchase professional advice to aid understanding and the mitigation of risks associated with the fabric of their housing stock and to support informed decisions about design, construction, compliance, warranties and remediation.
A number of contracts called off under the DPS may be completed using funding received via the European Union including but not limited to the European Development Fund.

On Site and Laboratory Testing Services
The purpose of this lot is to allow customers to purchase on-site and laboratory testing services.
The scope of on-site testing services includes condition surveys of cladding, including assessments regarding the likely causes of failure and potential for further deterioration. Sampling, including the coring of samples suitable for laboratory analysis. Testing to determine bond strength of render, brick slips and fixings. Soft and hard body impact testing, balustrade testing and loading of flooring and beams. The scope of laboratory testing services includes material identification via analytical methods, including comparisons against original material specification and chemical composition. Material characterisation, including moisture content, degree of permeability, dimensions and thickness. Accelerated weathering and ageing, including through heating and freezing, humidity, water and UV conditioning. Structural testing, including compressive and tensile strength, impact resistance and bending strength, thermal performance.

Individual contracting authorities and organisations entitled to access the DPS will have the option to agree and award contracts to the appointed suppliers at any point during the term of the DPS. Such contracting authorities are as follows:
Any customer of Procure Plus (PP) or of Cumbria Housing Partnership (CHP) from time to time, which may include any social housing provider in the United Kingdom from time to time. ‘Social Housing Provider’ for this purpose means any provider of social housing and includes, without limitation, registered providers, local authorities and Arm’s Length Management Organisations (ALMOs). A list of current social housing providers can be found by visiting https: www.gov.uk/government/publications/current-registered-providers-of-social-housing. A full list of PP’s and CHP’s current customers is included within the procurement documentation.
PP reserves the right to cancel the procurement at any time and not to proceed with all or any part of the DPS. PP will not under any circumstance reimburse any expense incurred by applicants in preparing their submissions for the DPS.
