(Turnover will be documented with Balance Sheet and Income Statement and will be certified by a Certified Auditor or tax office and if necessary, will be converted into offer currency at the exchange rate of the Central Bank of the Republic of Turkey on the last day of the period when the calculations are made).  Financial documents issued in a Foreign Country: the Balance Sheet, Income Statement or those parts of the Balance Sheet demonstrating that the requirements are satisfied, must be duly issued in compliance with the relevant regulations applicable in the issuing country and must be certified by competent authorities in that country.  In case of failure to submit the above-required balance sheet or relevant parts thereof, due to absence of such regulation in the relevant country, it may be certified by component authorities that have the mandate to issue such documents.             (ii)       Experience and Technical Capacity The Bidder shall submit documentary evidence to demonstrate that within the last five years (2015-2016-2017-2018-2019), the Bidder, as prime supplier, has successfully completed one or more contracts that are similar to the scope of the bid, with a total value of USD 5 Million or equivalent provided that at least one similar contract shall be of a value not less than USD 2 Million or equivalent. Documentary evidence shall include but not limited to Goods Contract Completion Certificates and/or Contracts and Invoices for contracts with public or private sector organizations. Goods contract completion certificates received as of the beginning of 2020 until the bid submission deadline shall also be considered for evaluation. All kinds of simulators, medical devices, software, medical training manikins and laboratory devices’ sales and their after-sales services shall be accepted as similar goods including the items subject to bidding. The Bidder shall submit the names and addresses of the institutions and organizations, who are customers for the last 5 (five) years, along with the Bid. The Purchaser has a right to apply the Bidder’s customers to ask non-confidential information about the Bidder’s past or ongoing contracts and Bidder’s performance. (b)    If Bidder is not manufacturer:          If a Bidder is not a manufacturer, but is offering the Goods on behalf of the Manufacturer under Manufacturer's Authorization Form (Section IV, Bidding Forms), the Bidder shall demonstrate the above qualifications (i) and (ii). (c)  In case the Bidder is a Joint Venture (JV): The pilot member of the JV must meet at least the following: under a (i): An average annual turnover of USD 1.5 Million or equivalent under a (ii): One similar goods contract with a value not less than USD 2 Million or equivalent Each JV member must meet at least 25% of the requirements under a(i) and (ii). For the requirements under a (i) and (ii), all JV members combined must satisfy the requirements in total. 3.         Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s  Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers    January 2011_Revised_July1_2014 (“Procurement Guidelines”), and is open to all eligible bidders as  defined in the Procurement Guidelines.
