This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.



Solicitation No. 140P8218Q0021 is issued as a Request for Quotation (RFQ) to add additional languages to the accessible battle map exhibit at the War in the Pacific National Historical Park, Guam. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97 dated 1/24/2018. This acquisition is a 100% small business set aside using NAICS 541990; All Other Professional, Scientific, and Technical Services; size standard $15.0 million.



The contractor who is selected for this project will provide all labor, material, supplies and travel necessary to complete the Statement of Work. Reference attached RFQ documents.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Past Performance

(ii) Qualifications of Chamorro Translator

(iii) Price



Award will be made to the offeror proposing the lowest evaluated price meeting or exceeding the acceptability standard for non-price factors. If an offeror receives a rating of unacceptable, they will not be considered for award. Please submit Chamorro translator's resume/statement of qualifications and past performance information with your price quote.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
