Overview :
Background:

Through their Country Programme and the Regional Programme, UNDP Country Offices (COs) in Asia-Pacific have achieved significant results and have tangibly contributed to domestic development. In doing so, said COs have acquired specialized experiences and expertise.

This experience would be of direct relevance to other UNDP Offices and countries in Asia-Pacific as well as in other regions. In fact, UNDP Regional Bureau for Asia and the Pacific (RBAP) COs have been repeatedly approached by other COs with requests for sharing of lessons learned, guidance, and oftentimes direct support through conference calls and missions. However, COs have found it difficult to respond to the growing demand due to the need to prioritize their country-level work, as well as due to their limited capacity in providing “beyond borders” support in demand.  As a result, direct experience sharing and support has been limited in scope and duration, helping, but not fully meeting the needs of the requesting Offices. This is a lost opportunity for these requesting Offices and the countries they serve—as well as for UNDP overall, as this direct horizontal sharing and support provides corporate benefits in terms of capitalization and dissemination of UNDP experience.

The RBAP “Capacity for Experience Sharing Initiative” (CESI) therefore aims to fill these gaps, through meeting CO needs in terms of supporting capacity for experience sharing, and operationalizing “Beyond Borders Country Offices” in Asia-Pacific. CESI will cover an area that is unattended to and will not intersect with the different functions and work of the Global Policy Centers—though some of the findings may be shared with some Centers in specific thematic areas. The UNDP Bangkok Regional Hub (BRH) will support and contribute to the initiative through the Regional Programme and the BRH-based Global Policy Network. However, BRH cannot be a substitute, or even an intermediary, in the direct sharing of experience from CO to CO, which is being sought, and which CESI can enable. 

The UNDP Philippines’ CO was identified for CESI support, with the focus area being Risk-Informed Development (RID). This was identified, given the CO’s broad range of experiences in the fields of climate change adaptation and disaster risk reduction (CCA-DRR); security, peace and conflict prevention; and health and pandemic response. This enables the synthesis and application of findings from said thematic areas under the RID framework: to reduce risks and avoid risk creation in resilient and sustainable development efforts—with the understanding of multiple, concurrent threats and complex risks, trade-offs, and opportunities arising from development decisions, and acting on that knowledge.

To implement CESI, UNDP Philippines will need to augment this initiative with an integrated Knowledge Management and Sharing (KMS) system that leverages, as one of its components, a digital platform where essential knowledge products, narratives or stories, multimedia, and other relevant files can be easily stored and retrieved to improve understanding, collaboration, and process alignment among the participating COs. This project will be built into UNDP PH’s existing Knowledge Management portal (Knowledge And Innovation Portal or KAI Portal) and will therefore need the services of a consultant who shall develop a new module that will serve the needs of the CESI RID, improve the UI/UX design of the portal, and ensure full integration of the KM modules. Said web development consultant will be under the supervision of  the UNDP IAT, and shall directly support and receive guidance from an Innovation and Knowledge Management (IKM) Specialist leading the KMS system development.

 

Institutional Arrangement

  • For the duration of the contract, the consultant will be under the direct supervision of the Head of Solutions Mapping, IAT and overall supervision of the UNDP Programme Unit Team Leader of the Impact Advisory Team.
  • The consultant will also be provided guidance, as necessary, by UNDP Bangkok Regional Hub (BRH) and CESI Project Coordinator

 

Duration of Work

  • The expected duration of work is fifty (50) working days spread over 3.5 months, from 1 September 2021 to 15 December 2021.
  • The UNDP CO will review and give comments on outputs maximum of four (4) working days after output presentation (or submission if presentation is not necessary).

The Consultant is expected to work remotely and provide their own laptop, workspace, internet connection for the work requirement. No fieldwork/ duty travel is expected. Regular reporting will be done through virtual means.

 

Scope of Price Proposal and Schedule of Payment

  1. The Consultant should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all inclusive” all costs (professional fees,  communications, etc.) that could possibly be incurred by the Consultant should be factored into the final amount submitted in the proposal. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during contract duration.
  2. The contract price will be fixed output-based price. Any deviations from the output and timelines will be agreed upon between the Consultant and UNDP PH.
  3. Payments will be done upon satisfactory completion of the delivery by target due dates. Outputs will be certified by the Accelerator Lab-Philippines Project Manager, prior to release of payments.

Summary of Key Function:

  2. Design & develop the CESI Risk-Informed Development module to facilitate experience sharing among COs.
  3. Design & develop the public-facing Content Management System (CMS) microsite and the back-end administrator module and dashboard.
  4. Ensure full integration of the new and existing Knowledge Management and Innovation modules of the KAI Portal.
  5. Submission of the KAI Portal System Documentation.

 

1. Lead the design of the user interface (UI) and the user experience (UX) of the KAI Portal. focusing on achievement of the following results:

  • Lead the UI/UX design process including information architecture and usability testing that is anchored on a deep understanding of user needs and values and the organizational goals and objectives relative to the implementation of the CESI.
  • Iteratively optimize the navigational systems and visual elements to optimize user experience.
  • Provide the design elements and graphics required for the development of the KAI Portal.
  • Provide advice and recommendations on best practices, standards, and tools in UI/UX design.
  • Communicate design approaches to a variety of technical and non-technical stakeholders effectively.
  • Ensure all outputs are aligned with integrated KMS system, designed by the IKM specialist.

2. Design and develop the CESI Risk-Informed Development module to facilitate experience sharing among COs focusing on achievement of the following results:

  • Design and develop a functional CESI Risk-Informed Development module integrated within the existing UNDP PH’s KAI Platform.
  • Conduct development testing on the KAI portal to detect bugs / defects and reduce software development risks.
  • Coordinate and collaborate with the CESI project team on the development of the CESI RID module.
  • Ensure all outputs are aligned with integrated KMS system, designed by the IKM specialist.

3. Design and develop the public-facing Content Management System (CMS) microsite and the back-end administrator module and dashboard focusing on achievement of the following results:

  • Design and develop the public-facing CMS microsite and the back-end administrator module and dashboard.
  • Implement the UI/UX design studies and utilize the graphical design elements to improve the usability and experience of the users.
  • Provide advice and recommendations on additional features that may be applicable to the KAI platform.

4. Ensure full integration of the new and existing Knowledge Management and Innovation modules of the KAI Portal focusing on achievement of the following results:

  • Develop, improve, maintain, and implement new and existing applications and databases relevant to the integration of the CESI RID module.
  • Optimize database performance in relation to the addition of the CESI RID module to the KAI Platform.
  • Provide advice and recommendation to improve performance and system security.
  • Configure existing database servers and install development applications needed for the KAI Platform.
  • Ensure all outputs are aligned with integrated KMS system, designed by the IKM specialist.

5. Submission of the KAI Portal System Documentation focusing on achievement of the following results:

  • Submission of a final report that includes the full system documentation of the KAI Platform and its various modules and features.
  • Conduct a learning session with the CESI RID team and the UNDP PH staff.

Qualifications :

The Offers received will be evaluated using a combined scoring method - where qualifications and technical proposal will be weighted  70 points and combined with the price offer which will be weighted  30 points.

The review of the technical proposal will be divided into two parts as follows:

  • At least Bachelor’s Degree in Computer Science, Information Technology, Communication, Creatives & Design, Data Science, or related field experience. Having an advanced degree or equivalent certifications is advantageous.

  • At least five (5) years of professional experience in open-source full-stack web development, IT-related functions and/or a combination of experience in UI/UX / User Research Design, and IT Systems Analysis.

(11 points for 5 years’ experience, additional  point for each additional year; maximum of 15 points)

Technical Competency:

  • At least three (3) years of experience in relational database management (e.g. MySQL, MariaDB, etc) and a combination of the following programming languages / scripts: PHP, JavaScript, Perl, C#, Python, HTML, etc. at the minimum (7 points for 3 years experience +1 point per additional year’ maximum of 10 points)
  • Experience in developing Microsoft products such as SharePoint, PowerBI, Power Apps, and Power Automate an advantage. (+1 point)
  • Experience in Microsoft Azure specifically in Blob Storage, Data Factory, and Azure Database preferred. (+1 point)
