USS MUSTIN (DDG 89) FY21 DMP and USS SAN DIEGO (LPD 22) FY21 DSRA

The Naval Sea Systems Command (NAVSEA) issues Solicitation No. N00024-21-R-4442 for the execution of the USS MUSTIN (DDG 89) FY21 DMP and USS SAN DIEGO (LPD 22) FY21 DSRA. These availabilities include a combination of maintenance, modernization, and repair, and will require highly capable contractors with substantial facilities, to include capable pier (for the applicable ship class) as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair and modernization.

These availabilities are competed on a coast-wide basis. Based on the complexity, magnitude and duration of the requirement, the Government's market research indicates there are not two or more small business concerns capable of competing for these requirements and therefore this procurement will not be set-aside for small business (FAR 19.502-2(b)).

The solicitation is issued electronically via beta.SAM.gov and interested parties must comply with that announcement. Interested offerors should monitor the beta.SAM.gov page for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov. SAM.gov is the single point of entry for posting of the synopsis and solicitations to the internet. All responsible sources may submit a proposal, which shall be considered by the agency.

Offerors are advised the following J and S attachments will be posted on beta.SAM.gov with restricted access. In order to download the attachments, Offerors will need to request access via beta.SAM.gov:

  • Attachments J-3/J-13 (Execution Milestones)
  • Attachments J-4/J-14 (Pricing Workbook)
  • Attachments J-9/J-19 (Compartment Closeout)
  • Attachments S-5/S-15 (Eligibility Criteria Data Sheet) w/ Enclosure 1

The Work Specification Packages (J-1/J-11) and References (J-2/J-12) will not be posted to beta.SAM.gov. Offerors must contact the POCs identified in the RFP to coordinate pickup of Work Specification Package (J-1/J-11) and Reference (J-2/J-12) CDs. Verification of status as a Department of Defense Contractor may be required.

Finally, all Erratas (SAN DIEGO Errata Nos. 1 – 7/MUSTIN Errata Nos. 1 – 8) and additional references identified therein, will be transmitted via DOD Safe. Offerors must contact the POCs identified in the RFP to coordinate transmittal.

The Government anticipates making a single award on or around May 2021.

USS MUSTIN (DDG 89) FY21 DMP Availability will begin September 2021 with an expected completion in July 2023.

USS SAN DIEGO (LPD 22) FY21 DSRA Availability period will begin September 2021 with an expected completion in December 2022.
