BACKGROUND

The WHO Western Pacific Regional Committee adopted the Regional Action Plan on Healthy Ageing in October 2020. It aims to support all Member States in the Western Pacific Region (WPR) to achieve the vision for Healthy Ageing, as outlined in the Regional Action Plan.  

To achieve our goals, it is essential to learn experience from population-aged countries. The AGE team in WHO Western Pacific Regional Office (WPRO) is significantly working on introducing knowledge, experiences, and lessons from Japan as Japan has the world's most advanced ageing population. Countries preparing for population ageing could take note of the lessons from Japan in creating an age-friendly society.

During the successful Leadership Course on Healthy Ageing in 2021 February, a course in collaboration with the Kanagawa Prefecture, Japan, AGE conducted the Virtual Tour from Wakabadai, an age-friendly community in Japan. The participants expressed great interest during the tour, and AGE understood the potential of videography, enabling us to learn from the field despite the current pandemic of COVID-19.

Therefore, AGE is moving forward to develop the official effective communication material by videography. Through materials, WPRO aims for countries to understand the role of an age-friendly environment and community-based integrated care and consider developing an action plan in each local context. It is also to indicate the importance of community leaders in the context of healthy ageing.

With the background above, we would like to seek applications from the organization/individuals that can create videography on the case field in Japan.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
Under the direct supervision of the AGE team in WHO WPRO, the work aims to

  • • Develop a videography as an effective communication material for healthy ageing;
  • • Foster understanding of the key concepts in the WPRO Regional Action Plan, especially in the areas of: age-friendly environment, community-based integrated care, and role of community leaders;
  • • Raise awareness of the issues related to ageing population and advocate for early actions preparing for the ageing in WPR.


DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Output 1: Well-designed two (2) videography introducing age-friendly communities in Japan by December 2021*  

  • Deliverable 1.1 Completed storyboards and contents (including illustration/infographics) approved by WHO and featuring communities in Japan 
  • Deliverable 1.2 Finalized scripts (approved by WHO and featuring communities in Japan) 
  • Deliverable 1.3 Submission final longer video (8-10mins) including useful infographics and English narrations in high-resolution format
  • Deliverable 1.4 Submission final shorter video (2-3mins) in high-resolution format

*Note: Location and schedule (date/time) of filming in the communities are subject to change. It is to be decided by WHO based on COVID-19 situation in these communities. Also, the filming schedule and conditions will be in consideration to the infection prevention measures of the local community. 

Output 2: Well-designed videography introducing a community leader in Japan by December 2021** – to be uploaded on the WPRO’s website, People of the Western Pacific  

  • Deliverable 1.1 Completed storyboard - approved by WHO and with signed consent of the featuring person (main actor) in Japan.
  • Deliverable 1.2 Finalized English subtitle with approval from WHO and the focused person
  • Deliverable 1.3 Submission final video in high-resolution format

**Note: The main actor from the community will be decided upon discussions. Location and schedule (date/time) of filming in the communities are subject to change. It is to be decided by WHO based on COVID-19 situation in these communities. Also, the filming schedule and conditions will be in consideration to the infection prevention measures of the local community. 

 

METHODS TO CARRY OUT THE ACTIVITY

  • •    Communicate with relevant WHO/WPRO staff to ensure deliverables are created on time
  • •    Write-up creative storyboards including infographics to convey key messages for healthy ageing 
  • •    Film videos at selected communities 
  • •    Create three (3) well-designed, high-resolution videos (including editing and adding English subtitle)


QUALIFICATIONS & EXPERIENCE
EDUCATION
University degree in fine arts, multimedia, photography, videography and other relevant fields. 

EXPERIENCE

  • •    At least 5 years’ experience in designs and graphics, communications, strategies and visual campaigns is required.
  • •    Experience working with public and private sectors and/or international organizations is an asset. 

TECHNICAL SKILLS & KNOWLEDGE

  • •    Excellent in delivering visuals and graphic illustrations with focus on strategy, communications, and learning
  • •    Ability to capture the key messages being relayed through creative illustrations and storytelling

LANGUAGE
Native Japanese and excellent writing and spoken skills in English is essential.
