The only factors which will be taken into consideration during this re-examination are in the following order of priority:

• the highest number of contracts under criterion 21.3),

• the highest number of contracts under criterion 21.3) which were implemented in southern Africa (Angola, Botswana, Lesotho, Malawi, Mozambique, Namibia, South Africa, Swaziland, Zambia and Zimbabwe),

• the cumulative amount of contracts under criterion 21.3).
