Project Description:

The Minsk water utility (“Minsk Vodokanal”, “Minsk VK”, “MVK”, the “Client” the “Company” or the “Employer”) supported by the Government of Belarus (the “Government”) and the city of Minsk (the “City”), approached the European Bank for Reconstruction and Development (the “EBRD”, or the “Bank”) and the European Investment Bank (the “EIB”) (jointly referred to as “the Banks”) with a request for financing the priority investments (“Priority Investment Programme”) aimed at rehabilitation and optimization of the Minsk wastewater treatment facilities in frame of the investment project “Reconstruction of the Minsk wastewater treatment plant located at 1 Inzhenernaya street. Amendments” (the “Project”).

Assignment Description:

The Company now intends to select and contract a Consulting Company (the Consultant) to support the Company and the Project Implementation Unit (the “PIU”) in all aspects of project implementation, including preparation of preliminary design, technical specifications, tender documentation, assistance with tendering, tender evaluation and contract finalisation, as well as set up of the disbursement system (the “Assignment”), on the basis of the Request for Proposals in attachment.

The expected outcome of the assignment is to ensure timely and successful implementation of the project and that all related goods and works are procured in compliance with the EBRD’s PP&R and relevant environmental and social policies of the banks and with due regard to the legislation of the Republic of Belarus.

The selected Consultant is expected to provide the following services:

1) Overall project management support as required, including preparation of project implementation plan;

2) Technical condition analysis of existing equipment, buildings and facilities;

3) Technical and economic assessment of the proposed sludge management component;

4) Preparation of the preliminary design, functional and technical specifications and the Employer’s requirements for works and equipment;

5) Preparation of the terms of reference and Request for Proposals (“RFP”) for selection of the Construction Supervision Consultant/FIDIC Engineer;

6) Preparation of the pre-qualification documents and tender documents (two-stage tender process) for procurement of works;

7) Arranging the tendering procedure for works and selection of consultants, as well as evaluation of contractors’ and consultants’ proposals and drafting tender evaluation reports;

8) Assisting the company with signing the contracts for works and consultancy services for construction supervision; and

9) Arranging timely disbursements under the contracts in accordance with the rules of EBRD and EIB.

Consultant Selection Procedure: Single stage open competitive selection

Interested firms or groups of firms are invited to submit a technical and financial proposal.

Assignment start date and duration: The Assignment is expected to start in Q2 2019 and has an estimated overall duration of ca. 24 months.

Cost Estimate for the Assignment: 400 000 EUR (exclusive of VAT).

Funding Source: It is anticipated that the contract will be financed by the EBRD’s Shareholder Special Fund (SSF). Selection and contracting is subject to the availability of funding.

Eligibility: There are no eligibility restrictions based on the consultant's country of origin.

Important Notes:

1) The selection will normally be made from the Proposals received in response to this notification only, on the basis of the selection criteria set out in the RFP. The highest-ranked consultant will be selected and be invited to negotiate the contract, subject to availability of funding;

2) Any updates of and clarifications on this procurement notice and/or the RFP shall be announced as updates on this notice, without any other notification. In the event of changes to the RFP, consultants will need to download the updated version of the RFP. Consultants are required to periodically check the notice for updates. Failure to take the updates into account while preparing the Proposal may result in disqualification or penalties to the scores in the evaluation.
