South Ayrshire Council is undertaking a market scoping exercise, under Regulation 40 of the Public Contracts (Scotland) Regulations 2015, seeking notes of interest from landowners of potential sites that South Ayrshire Council may consider for purchase that would be suitable for affordable housing developments within a 1Km radius of Ayr Town Hall, New Bridge Street, KA7 1JX.

II.2.4) Description of the procurement
The aim of this Prior Information Notice is to identify any potential sites that South Ayrshire Council may consider suitable for affordable housing developments within a 1Km radius of Ayr Town Hall. Any landowners who have potential development sites are requested to complete and submit the attached ‘Note of Interest’ form.
Parties noting interest may be contacted by South Ayrshire Council and may be required to provide additional information to allow due diligence to be undertaken at the potential development site.
Such information is considered as market consultation and may be used to prepare the procurement activity. The Council offer no guarantee of purchase of land or any subsequent procurement exercise.

VI.3) Additional information
Any sites presented for potential affordable housing developments requires to meet the following objectives:
- Within a 1Km radius of Ayr Town Hall, New Bridge Street, KA7 1JX
- Considered suitable for a residential use/change of use to residential
- Minimum development capacity of 8 or more units with associated parking
- Due diligence on sites to be undertaken and considered
- Title registration identified
South Ayrshire Council would require proof of ownership from landowners if a site was to be considered, prior to any due diligence being undertaken on the potential development site.
If the potential site/sites were to be taken into consideration, after all due diligence/statutory consents etc, and affordable housing was to be developed the expectation would be that community benefits would transpire at the construction stage in relation to target recruitment, training opportunities and utilisation of local supply chains.
Any contractor who is successful in being awarded a contract will have their Community Benefits offered as part of their tender submission evaluated on an ongoing basis via the Council's Contract and Supplier Management (CSM) procedures and via regular Balanced Scorecard reviews (if applicable).
The Council will request management information to support the delivery of Community Benefits and can also offer guidance and advice on delivering Community Benefits after contract award and throughout the Contract period as detailed on the Council’s Community Benefits web page.
All notes of interest will be considered by South Ayrshire Council and any potential purchase will be subject to compliance with The Public Contracts (Scotland) Regulations 2015 and the Procurement Reform (Scotland) Act 2014.
