GOVERNMENT OF SAINT LUCIA REQUEST FOR EXPRESSIONS OF INTEREST (REoI) CONSULTING SERVICES COUNTRY:                            SAINT LUCIA NAME OF PROJECT:          HUMAN CAPITAL RESILIENCE PROJECT Credit No:                              6556-LC Assignment Title:                  CONSULTANCY TO DEVELOP A NATIONAL APPRENTICESHIP PROGRAMME AND STRATEGY FOR TVET IN ST LUCIA Reference No:                       017/CSIC/HCRP/05/2021 The Government of Saint Lucia has received financing from the International Development Association (IDA) of the World Bank toward the cost of implementing the Human Capital Resilience Project, and intends to apply part of the proceeds for consulting services. Through this project, the Government is seeking to strengthen resilience of its population and address issues of poverty, vulnerability to shocks and youth unemployment by pursuing a two-prong strategy focused on (i) improving  the labor market relevance of skills in selected sectors; and (ii) increasing the efficiency and coverage of the Social Protection (SP) system in Saint Lucia.  To achieve these objectives, the HCRP focusses on two main components: A component on Technical and Vocational Education and Training (TVET), which concentrates on the promotion of higher quality technical and socio-emotional skills and the transformation of the TVET sector from a supply-driven system to a demand-driven system that responds to a dynamic labour market; and Strengthening Social Protection Policy Frameworks and improving the implementation of flagship social programs with an emphasis on increasing the efficiency and coverage of the Public Assistance Programme (PAP), Saint Lucia’s main cash transfer programme. These components are integrated in several ways. The SP system will provide support to poor and vulnerable persons to access TVET, and TVET is in turn an important tool to help SP program recipients graduate from poverty by developing skills that will enable labor market entry.  The existing system provides internships/traineeships/ apprenticeships as part of TVET programs, but these are not well coordinated and may be too limited to support labor-market entry.  To strengthen the NAP, the Government of Saint Lucia with leadership from the PIU has taken the first step by developing a National Apprenticeship Strategy and Programme. The estimated level of effort required for the consultancy is six (6) months and will be implemented during the period June 2021 to December 2021. The Ministry of Education, Innovation, Gender Relations and Sustainable Development now invites interested eligible individual consultants (“Consultants”) to submit Expressions of Interest for providing the Services.  Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.   Expressions of Interest should include the consultant’s Curriculum Vitae indicating his/her (i) academic qualification (ii) personal and technical skills (iii) experience in working with similar projects (iv) the names of at least two (2) references with contact information, (iii)  understanding of the objective of the assignment as outlined in the Terms of Reference (TOR), (iv)   technical approach, and the methodology they would adopt for implementing the assignment, (v) outline of the plan for the implementation of the main activities/tasks of the assignment. An individual consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method as detailed in the World Bank Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing – Goods, Works, Non-consulting and Consulting Services dated July 2018.   In assessment of submissions, consideration will be given to qualifications, technical competence, experience on similar assignments, understanding of the (TOR), technical approach and methodology and implementation plan.  All information must be submitted in English.  The Ministry reserves the right to accept or reject late applications or to annul the selection process at any time prior to contract award. Further, the Ministry will not be bound to assign any reason for not engaging the services of any applicant and will not defray any cost incurred by any applicant in the preparation and submission of the Expressions of Interest.
