https://devbusiness.un.org/content/covid-response-strategy-grenada-airport-authority REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Grenada Caribbean Regional Air Transport Connectivity Project Credit No.: 6642-GD Assignment Title: COVID-19 Response Strategy Study Reference No.: GD-MOIID-215989-CS-CQS The Government of Grenada has received financing from the World Bank toward the cost of the Caribbean Regional Air Transport Connectivity Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include preparation of a COVID-19 Response Strategy Study (the Study, or CRSS) addressing health protection measures for airport passengers and staff and mitigation of the negative financial impacts of the pandemic on the Grenada Airports Authority (GAA). The estimated level of effort will be 900 hours over four-month period, starting from the date of contract signature, ensuring full consistency with the TOR attached or referred to in this REOI. The detailed Terms of Reference (TOR) for the assignment can be found at the following websites: (www.gov.gd/resourcecenter/publications and www.procurement.gd) or can be obtained at the address given below. The Ministry of Infrastructure Development, Public Utilities, Transport and Implementation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are 1) ability to provide a multi-disciplinary team addressing services areas including airport terminal planning and operations, airport business and financial planning, infection prevention for transportation systems, public health/epidemiology, organizational psychology, 2) at least 5 years of demonstrated experience in leading multi-disciplinary assignments, 3) at least 5 years of demonstrated experience in conducting airport consulting studies, 4) COVID-related studies experience (preferred). Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the “World Bank Procurement Regulations for IPF Borrowers”, dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: consultants need to be aware that maybe conflict of interest between the objective 1 of the assignment and the provision of health screening and protection equipment as per paragraph 3.17b of the Procurement Regulations. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) set out in the Procurement Regulations.
