The consulting services (“the Services”) include: to develop and digitilize the Student Interactive Workbooks for Biology, Chemistry, Mathematics and Physics for all classes in junior and senior secondary in order to support students learning outside the classroom environment; the estimated level of effort is eighteen (18) professional staff-months; the implementation period is 20 months; the expected start date of assignment is June 2021. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Government of Malawi; through the Ministry of Education; now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Core business of the firm(s) and years in business. Relevant similar experience, which should specifically include the below: Extensive experience (preferably 8 years or more and done at least similar work in similar context); Experience in working with World Bank Projects and other international organizations; Experience in working with the public sector; Demonstrated capacity and experience in the field of designing and development of web and mobile application and Information and Communication Technology (ICT) for teaching and learning materials will be an added advantage. Technical and Managerial capability of the firm (Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CV of the staff. Key Experts will not be evaluated at the shortlisting stage). Required expertise include: Team Leader, Experts (in relevant field). The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection Method (CQS) set out in the Procurement Regulations “World Bank Guidelines: “Procurement Regulations for IPF Borrowers” (Procurement Regulations) dated July 2016 and revised in November 2017 and August 2018”.
