Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:   The candidate should meet the following minimum qualifications and experience requirements: 1.    A Master’s Degree in Economics, Statistics or any field related to Economics and Statistics with extensive field experience. 2.    At least 7 years of work experience in M&E related to the education sector. 3.    At least 3 years of experience in M&E framework design and implementation at the project level would be preferable. 4.    Previous successful involvement with, and good knowledge of World Bank or other donor funded projects is an added advantage. 5.    Experiences in creating and managing performance monitoring plans and leveraging performance monitoring data for improving ongoing project management are under consideration. 6.    Knowledge in designing and field-testing surveys and other data collection instruments are required. 7.    Good knowledge of concepts and framework for M&E and Result Measurement 8.    The Specialist must have proven ability to prepare high quality M&E reports. 9.    Excellent data analytical skills and interpretation.
