 7.Contract description

Evaluations of geographic (regions/countries) cooperation strategies: thematic multi-country evaluations; evaluations of selected policy issues and aid modalities, particularly budget support operations, financing instruments and innovative financing. Support to dissemination and uptake of the results: lessons learned and evaluation recommendations, support for development of appropriate methodological approaches and tools for evaluation.
Evaluations will cover EU strategies worldwide and will require sound knowledge of EU methodology for complex evaluations, Better Regulation requirements and the OECD DAC approach for evaluation of budget support operations, all available online at:

This framework contract will be entered into with several economic operators for a 2 years term, renewable once for 2 years.

This is a prior information notice published to inform interested parties of the upcoming launch of the tender procedure. In the case of a consortium, consortium members must be eligible under at least one of the EU external action instruments. The lead firm of the consortium with whom the framework contract is concluded must be eligible for all EU external action instruments(1).
For each specific contract, the eligibility will be governed by the European Union external action instrument under which the specific contract is financed.

 11.Legal basis

All EU external action instruments(2).
Please be aware that after the United Kingdom's withdrawal from the EU, the rules of access to EU procurement procedures of economic operators established in third countries will apply to candidates or tenderers from the United Kingdom depending on the outcome of negotiations. In case such access is not provided for by legal provisions in force at the time of contract award, candidates or tenderers from the United Kingdom could be rejected from the procurement procedure.
