Project Description | The Joint SDG Fund Joint Programme on Reaping the Demographic Dividend and Managing the Socio-Economic Impact of COVID-19 by Applying an Integrated National Financing Framework in the Philippines (JP INFF) will apply the building blocks of the Integrated National Financing Framework (INFF) to provide catalytic support – tools, technical assistance for strengthening systems, coordination, and consensus-building on priorities as part of a whole of government approach in support of We Recover As One. It will strengthen national planning and budgeting mechanisms to ensure a more effective resource allocation and establish a more diversified financing framework that can leverage additional resources for the implementation of COVID-19 recovery strategies, and ultimately, the achievement of the United Nations Sustainable Development Goals (SDGs) in an integrated manner. UNDP (lead), UNFPA, and UNICEF are the Participating UN Organizations in this Joint Programme, supported by the UN Resident Coordinator’s Office (UN RCO). The JP INFF’s governance and implementing structure has three components. The JP INFF draws oversight and strategic direction from a National Steering Committee (NSC), which provides a strategic overview of the joint work plan and budgets, ensuring evolving programming priorities and funding gaps are addressed to attain desired outcomes. In line with the directions set by the NSC and consistent with Joint SDG Fund Secretariat requirements, a technical working group (TWG) provides technical guidance and inputs to the planning, implementation, monitoring, reporting, and evaluation of the JP. The JP Management and Coordination Unit (JPMCU), in close coordination with a core group comprising UN RCO, UNFPA, and UNICEF technical focal persons, carries out and monitors programme activities of the joint programme. During the course of the JP implementation, these agencies and organizations will benefit from learning sessions on the foundations of the integrated national financing framework (INFF) building blocks: assessment and diagnostics, financing strategy, monitoring and review, and governance and coordination – and linking these concepts to key activities in the JP INFF’s workplan (budget tagging, development finance assessment, etc.). Specifically, the training program aims to equip the JP INFF implementing units and partner agencies with state of the art information and knowledge to: - Confidently describe and communicate core SDG financing and INFF concepts (definitions, building blocks, activities) to partners, prospective partners, and the general public
- Relate core INFF concepts to key Joint Programme activities to more effectively monitor the progress of deliverables and outputs
- Effectively communicate JP results to facilitate dialogue and coalition building.
Objectives The goal of this assignment is to support the training and learning needs of JP INFF implementing units and partners, which includes but not limited to the JP Core Team, members of the JP INFF NSC and TWG, the NEDA SDG Subcommittee Secretariat and other key stakeholders involved in the delivery of the JP’s outputs. The trainings will assist the participants to be able to effectively communicate INFF concepts and relate these concepts to key JP activities and deliverables. The required support will be provided in the form of conducting a training needs assessment (TNA), designing a training program based on the results of the TNA, and conducting training and preparing post-training assessments. Specific objectives will include: - To equip the JP INFF team with knowledge and tools to effectively communicate core INFF concepts and building blocks to partners, prospective partners, and the general public;
- To provide the JP INFF team with the knowledge and understanding to relate and translate the core concepts to activities being undertaken in order to more effectively monitor and evaluate the JP’s outputs; and
- To catalyze an increased understanding of INFF activities and facilitate dialogues and coalition building.

| Duties and Responsibilities | Scope of Work and Deliverables | - Training needs assessment (TNA) and training program. The consultant will conduct a TNA to identify training requirements and the knowledge, skills, and abilities needed to achieve the requirements. The TNA will be administered to the members of the participating UN Organizations (UNDP, UNICEF, UNFPA), as well as to the members of the NSC and TWG, and the NEDA SDG Subcommittee Secretariat, covering at least 15 agencies. After which, the consultant, in close coordination with the JP INFF Management Team, as well as the SDG Finance Team in the UNDP Bangkok Regional Hub, will develop a training program (design and modules) drawing from the results of the TNA, and the resources in the INFF Knowledge Platform (inff.org), among others.
- Training implementation. Based on the approved training design and modules, the consultant will lead the conduct and delivery of two (2) activities: (i) orientation of senior officials on INFF , and (ii) training of middle managers and technical staff . Without prejudice to the TNA that will be conducted, and the training design that will be developed, the INFF orientation for senior officials is proposed to be undertaken in one (1) day for a maximum of 12 participants, while the training for middle managers will be for two (2) to three (3) days for a maximum of 50 participants.
- Post- training evaluation and Final Report. Through feedback forms during the training/s, evaluation must be done and submitted to the JP INFF Core Group through the JP INFF Management Team. The consultant will submit a final report containing the training summaries, recommendations for continuing future learning and knowledge sharing and management .

| Institutional Arrangements | The Consultant will be under the direct supervision of the JP INFF Coordinator and the overall guidance of the UNDP Country Office, through the Team Leader of the Institutions and Partnerships Programme, with whom all outputs shall be submitted and through whom all communications shall be coursed or copied. As necessary, and through the JP Coordinator, guidance will also be sought from the SDG Finance Team in UNDP’s Bangkok Regional Hub. UNDP shall provide comments and approve outputs within 10 working days upon receipt of output. UNDP Philippines will not provide a workstation, administrative support, transportation, or ICT equipment for the consultant. The Consultant is expected to have his/her own equipment, office space, and internet connectivity. The Consultant shall consider at least 5 – 10 working days lead time for UNDP to review outputs, give comments, and certify approval/acceptance of outputs. | Duration of Assignment, Duty Station and Travel | Duration: The Contractor will be engaged for 30 working days spread across the period of April to June 2022 unless revised in a mutually agreed upon timetable by UNDP and the Contractor. | Scope of Price Proposal and Schedule of Payments | The Consultant must send a financial proposal based on an all-inclusive lump-sum amount for the delivery of the outputs below. The total amount quoted shall include all cost components required to deliver the goods and services identified above, including professional daily fees X number of person-days and any other applicable costs (e.g., software and online tool/platform subscriptions) to be incurred by the Consultant in completing the assignment. Travel, as deemed relevant by UNDP and compliant with government guidelines on community quarantine, will be arranged and paid for by UNDP and should not be included in the financial proposal. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid during contract duration The contract price will be fixed output-based price. Any deviations from the outputs and timelines will need to be agreed on between the Consultant and the UNDP effected through a contract amendment. Payments will be made upon satisfactory completion of the deliverables by target due dates. | Criteria for Selection of Best Offer | Assessment of best offer will be via combined scoring method- where the qualifications will be weighted 70 points and combined with price offer which will be weighted 30 points.
