REQUEST FOR EXPRESSIONS OF INTEREST INDIVIDUAL CONSULTANT Assignment Title: Recruitment of a local consultant to support the public sector unit of the Institute of Certified Public Accountants of Rwanda The Government of Rwanda has received financing from PFM reforms project toward the cost of producing Recruitment of an international consultant to support the public sector unit of the Institute of Certified Public Accountants of Rwanda  The consulting services the Services is Recruitment of a local consultant to support the public sector unit of the Institute of Certified Public Accountants of Rwanda The detailed Terms of Reference TOR for the assignment can be found at the following website  http://www.umucyo.gov.rw The Ministry of Finance and Economic Planning now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultants should have the following qualification and experience: At least 5 years of professional experience in public financial management area; A Professional Certification like CIPFA, CPA, ACCA or any other relevant qualification and a member in good standing of a professional accountancy organization (PAO) recognized by IFAC; A bachelor’s degree in PFM, Finance, accounting, economics or any other related qualification; Have substantial experience in managing teams of employees or consultants; Possess good proposal writing and publication skills; Be experienced in the development and running competency-based qualifications; and Have the ability to engage with high government ranking officials and various stakeholders Eveluation criteria; Academic qualifications and other professional certificates as detailed above 2 0 points The technical approach, work plan, showing tasks, timelines and other relevant factors pertaining to the provision of the services 30 points Proven experience with two certificates of good completion on the similar nature of the assignment. 50 points  A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Rwandan Procurement Regulations Further information can be obtained through E-procurement system of Rwanda at  http://www.umucyo.gov.rw on communication portal Expressions of interest must be delivered in a written in English and submitted through  http://www.umucyo.gov.rw by 19th March 2021 at exactly 12:00pm local time and it will be opened by the system directly on the same date at exactly 12:30pm.
