invites tenderers to a tender contest for passenger transport services, including ordinary transport of pupils, individually adapted school transport services, ordinary scheduled transport in accordance with bookings and facilitated transport (TT) in accordance with bookings. The contest is split into 3 sub-contracts/transport areas: Arendal, Grimstad and Lillesand. Based on the statistics for 2019-2021, which were obtained from the current contract provider, the average annual economic scope is:
Arendal: NOK 14.3 million excluding VAT.
Grimstad: NOK 9.7 million excluding VAT.
Lillesand: NOK 5 million excluding VAT.
Total NOK 29 million excluding VAT for all the sub-contracts.
The contract will be valid for up to NOK 150 million excluding VAT over the contract's lifetime.
The estimated scope is based on previous procurements and is uncertain.

III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registersList and brief description of conditions:

Tenderers must fill in the ESPD Form in the tender management tool light, as provisional documentation of fulfilment of the qualification requirements and that there are no reasons for rejection and that any selection criteria are fulfilled.
• Company Registration Certificate
Tenderers must be a legally established company.
Documentation requirement:
Norwegian companies: Company registration certificate, not older than one month at the application deadline.
Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The documentation must not be older than one month calculated from the application deadline.
III.1.2)Economic and financial standingList and brief description of selection criteria:
• Tax and VAT certificate
Tenderers must have their tax and VAT payments in order.
Documentation requirement: Companies who are liable for tax and duties in Norway: Tax and VAT certificate, not older than 6 months, calculated from the deadline for requests for pre-qualification.
Companies who are liable for tax and duties abroad shall submit an equivalent certificate as mandated by the legislation in the country where the tenderer is registered as a company.
• Requirement concerning the tenderer’s economic and financial capacity.
Tenderers must have sufficient financial capacity to fulfil the contractual obligations. The contracting authority will obtain a credit rating of tenderers itself.

According to the Public Administration Act, section 13, all those who provide a service or carry out work for an administrative body have an obligation to prevent others accessing or obtaining knowledge of someone's personal conditions whilst carrying out the work or providing the service.

Tenderers must document that they fulfil the terms for providing passenger transport stated in the regulations dated 26 March 2003 no. 401 on domestic professional transport by motor vehicle and vessel.

• Environmental requirements
The requirements are to be seen as minimum requirements and MUST be fulfilled: The percentage of the service that is guaranteed to be provided by small vehicles with zero-emission (1-4 persons):
50 % of the kilometres driven MUST be zero-emission in the 1st contract year.
100 % of the kilometres driven MUST be zero-emission in the 2nd contract year.
