The Norwegian Labour and Welfare Administration (NAV) consists of the Norwegian Labour and Welfare Service and the parts of the municipalities’ social services that are included in the joint NAV offices. In addition to the NAV offices there are more than a hundred special units. The special units solve centralised tasks that are best not carried out in the first line at the individual NAV offices.
The Property (EIE) is part of the Economy and Management Division in the Directorate of Labour and Welfare (AVDIR). EIE has overall responsibility for procurement and management of property and property-related services in NAV, including Operation of the Directorate’ premises and joint service functions. NAV rents all its buildings, and the property portfolio NAV has at disposal amount to a combined approx. 465,000 m2.

-- Canteen operation and related services
-- Relocation and moving services
-- Leasing, purchase and servicing - indoor plants
- Option:
-- Hourly based services
-- Simple technical services (with no technical education requirement)
-- Energy and building
-- Digital tool that supports the deliveries
The purpose of this RFI is to obtain:
- Input from actors in the market to determine a best possible operation and contract model in regard to assignments, roles, responsibility and distribution of risk.
- Information that puts NAV in a position to be able to choose the correct price model for various delivery models.
- Information about which new solutions are already under development or already exist in the market, which can cover NAV’ need within the relevant services.
The combined value of annual facility services in NAV supplied by external suppliers is anticipated to be around NOK 120 million.
Information obtained about solutions available in the market will form the basis for the decision-making process to take place on the best possible basis.
