The project covers 1.3 million decare of productive forest area. The project is carried out as a joint assessment where Statskog and the private forest owners own approx. 50% each.

The tender contest will be carried out as an open tender contest without negotiations.
The forestry planning is carried out in accordance with 'Forskrift om tilskudd til skogbruksplanlegging med miljøregistreringer' ['Regulations on subsidies for forestry planning with environmental registrations'].
The project shall be managed by an Assessment committee. Responsible for carrying out the invitation to tender are Siw Bleikvassli (leader of Hemnes forest owner association and leader of the Assessment committee) and Kjell Anders Vikan (the Planning Manager of Statskog SF).

III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registersList and brief description of conditions:
Foreign tenderers: Registration certificates in professional registers as determined by legislation in the country in which the tenderer is established.
Norwegian tenderers: Tenderers are required to be a legally established company and registered in the Register of Business Enterprises. Such a satisfactory organisational and legal position must be documented by presenting the following: Company Registration Certificate, not be older than 6 months by the deadline for receipt of tenders.
Norwegian tenderers must present a tax and VAT certificate from the Norwegian Tax Administration. The certificate must not be older than 6 months from the tender deadline.

Tenderers must have sufficient economical and financial capacity. This shall be substantiated through the following:
The tenderer´s annual accounts in the last three years, including:

o The profit and loss accounts

o The auditor's statement
If a tenderer has any valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer may prove its economic and financial position with any other document that is acceptable to the contracting authority. If a tenderer has such valid reasons, he shall contact the contracting authority in writing to clarify which other documentation is acceptable.
III.1.3)Technical and professional abilityList and brief description of selection criteria:
The tenderer shall present an overview of similar assignments performed in the last three years, including their values, dates and recipients, as well as the names and contact information of references. If there has been a discrepancy between the agreed delivery time and actual delivery, the reason thereof must be described. If a tenderer believes he has a valid reason as to why he cannot present such an overview as requested by the contracting authority, he can contact the contracting authority in writing to clarify whether this is a reason that the contracting authority can accept.
The tenderer must provide information on who will be responsible for the assignment and the competence and experience of those who carrying out the assignment, including project manager, biologist and sub-contractors . Competence and experience can be documented by presenting CVs for relevant personnel
The tender shall describe the business and the capacity to carry out the assignment in accordance with the proposed schedule.
