The Agency for Urban Environment is the Municipality's competent body within roads, road traffic and public transport on roads, and is responsible for the municipal road network including the standardised county road network. The Agency for Urban Environment is responsible for long term transport planning, traffic and street use plans, traffic safety, and plans for accessibility for public transport, as well as the operation of the municipal urban area such as roads and streets, squares and meeting places, parks and recreational areas. An important part of this administrative responsibility is related to the procurement of services for the operation and maintenance of the road network in order to ensure good conditions for all road users. The procurement will be split into two subcontracts, 1-BYM-2020 Operation and maintenance of the road network in central Oslo, and 2-BYM-2020 Operation and maintenance of the road network in Oslo north. The current contracts for these areas expire on 31 August 2021.

II.2.4)Description of the procurement:
The objective of the procurement is the operation and maintenance of roads in order to safeguard the infrastructure and previous investments and maintain the standard of the road network. The contract will ensure implementation of services and activities that are necessary for the road network so that the traffic arrives safely and efficiently. The procurement will contribute to Oslo being an active, green, safe and beautiful town for the residents and visitors.
There is an ongoing need for operation and maintenance of roads, pavements, foot and bicycle paths and hiking routes in the entire municipality of Oslo. The procurement includes, amongst other things:
• emptying drains,
• repairing potholes in the asphalt,
• cleaning,
• sweeping,
• snow clearing,
• removing snow,
• gritting,
• emptying waste bins at stops.
There is also a need for maintenance of infrastructure in the road network which shall result in less construction work. The work can constitute a large part of the annual turnover of the contract. Smaller construction works are, for example:
• speed bumps,
• crossing limitations,
• retaining walls:
— walls;
• replacement of drains;
• Resetting and changing kerbstones;
• asphalt milling;
• asphalt removal;
• asphalt work for roads and pavements;
• red asphalt work on cycle lanes;
• elevating and sinking of manholes and drains;
• tactile flagstones and guiding lines;
• excavation work.

III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registersList and brief description of conditions:
Tenderers must be a legally established company.
Documentation requirement:
Norwegian companies: company registration certificate;
Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
III.1.2)Economic and financial standingList and brief description of selection criteria:
1) The company's annual financial statements for 2019, 2018 and 2017, including notes, the Board's annual report and the audit report, as well as recent information of relevance to the company's fiscal numbers;
2) Quarterly accounts for the last year, if available;
3) The contracting authority reserves the right to obtain a separate credit evaluation if necessary.

Tenderers must be creditworthy and have the financial capacity to fulfil the contract.
III.1.3)Technical and professional abilityList and brief description of selection criteria:
1a) Overview of the tenderer's total staff split between relevant disciplines, including personnel at sub-suppliers. Information on experience, education, and professional qualifications for key personnel, CVs can be submitted.
1b) A description of the type and number of vehicles, machines, tools, and technical equipment that the tenderer has available for fulfilment of this contract, including technical resources at subsuppliers. The Annex list of vehicles must be completed.
Cars, tractors, lorries, sweeping vehicles, road scrapers, excavators, asphalt laying machines, etc., equipment and machines that have a separate engine, as well as towed sweeping equipment with an engine such as Broddway, Wasa, etc., which are used for contract work must be included in the list of vehicles. Any water carriages with a separate aggregate and other technical equipment must not be included in the list.
2) An overview of the most important services of that the tenderer has carried out in the last 3 years, together with information on the contract value, date of delivery or execution and name of the recipient. Documentation of relevant services that the tenderer has carried out more than 3 years ago will also be taken in consideration.
3) A description of the tenderer's environmental management measures. If a tenderer has certificates from independent bodies that document the environmental management system, they can be submitted as documentation. Reference is made here to the EU scheme for Environmental Management and Environmental Audit (EMAS), other recognised environmental management systems in the scheme (EF) No 1221/2009 article 45, such as the environmental lighthouse scheme, or other environmental management standards that are based on relevant European or international standards from accredited bodies, e.g., ISO 14001.
4) • An account of the tenderer's quality assurance measures. The account must include a short description of routines and methods for execution, internal control and documentation for field work.
• If a tenderer is certified, a copy of a certificate issued by the certification body is to be submitted. Tenderers can then ignore the above documentation requirement.
Minimum level(s) of standards possibly required:
1) The tenderer's technical resources must have capacity and implementation ability, both in personnel and vehicles/machines.
(a) Personnel:
Tenderers must have minimum two employees with at least 3 years experience with the follow-up of operational contracts for roads in large towns. Together these two must have experience from the following:
For subcontract 1: winter operations, spring cleaning, periodic cleaning, waste management, site work, and administrative contract management.
For subcontract 2: winter operations, spring cleaning, waste management, site work, and administrative contract management.
(b) Vehicles and machines:
Tenderers must have a sufficient number of machines and vehicles for the contract work. Hand-held equipment will not be assessed.
2) Tenderers must have experience from similar contracts in the last 5 years. This means that the tenderer has carried out entire or major parts of equivalent assignments as those in the description for this assignment. Tenderers must have experience from work of the same nature and degree of difficulty i.e., experience from operations contracts for medium traffic road networks in urban areas.
3) Environmental management measures must have been established which ensure that the tenderer is suitable to comply with the contractual obligations for environmental regulations. This means that the tenderer must have established methods for working actively and systematically with reducing negative environmental impact from the tenderer activities related to the implementation of this contract.
