This service contract is designed to provide technical assistance support to EU financed programme in the Education sector in Lao PDR. The overall objective of the contract is to improve education sector governance and financing, with a link to the Public Financial Management Reform (PFM), public administration reform and nutrition and education nexus, in order to support the achievement of the Sustainable Development Goal 4 ‘Equitable Access to quality education and improving learning outcomes for primary and secondary students’.The following main results are envisaged: effectively enhanced the institutional capacities of Ministry of Education and Sport, Provincial Education and Sport Services, and District Education and Sport Bureaus in strategic budgeting linking to effective planning, in ensuring fiscally realistic planning and strategic budgeting; in implementing effectively the PFM reform agenda; in human resources management; in strengthening education sector policy dialogue.
