II.2.4)Description of the procurement:
There is no single HR system in place across the Trust. Payroll is managed by four outsourced providers (Capita, Strictly Education, Dataplan, and Blackpool Council) which adds unnecessary complexity and means that there is a lack of consistency in the way payroll is managed across the Trust. Contracts with all current outsourced payroll providers will end in March 18 with a view to implementing the new approach from the April 18 tax year.
There are very few automated processes and gathering HR M.I is an onerous and time consuming task. All Trust schools do currently utilise the Capita SIMs product http://www.capita-sims.co.uk/ which includes the ‘Personnel Module’ which allows basic recording of staff data.
Recruitment is also key area for the Trust due to the ongoing growth in the number of schools and additional year groups joining our free schools as they build to full capacity year on year. Currently the Trust utilises Eteach to advertise and enable applicants to apply online and posted around 300 vacancies in the last 12 months.
The main financial system in place across the Trust is PS Financials which is a management accounts system.
High Level Requirements
The Trust requires a single provider for a cloud based integrated HR and payroll system and a fully managed payroll/pensions administration service on a national basis which will give the best solution in terms of both cost and quality, ensuring a consistency of delivery across all Trust establishments. The service will commence in April 2018 in line with the new tax year.
