The London Borough of Ealing in collaboration with the West London Alliance (WLA) are establishing a 6 year (3+1+1+1) Dynamic Procurement Vehicle (DPV) to procure and commission the provision of residential children’s homes placements.
The estimated value of the services to be purchased for the entire duration of the DPV is purely indicative and cannot be guaranteed.

The DPV shall be open to all London Boroughs and local authorities in England and Wales. The local authorities may access the DPV’s by way on an access agreement.

Making the right placement for each individual child or young person is the intended purpose of the use of the DPV in order to comply with local authority statutory duties relating to the welfare of children, corporate parenting, safeguarding of children, duties related to the education of a child as a local education authority, personalisation, consultation and best value (“Statutory Duties”). In order to meet its statutory duties, in establishing this DPV the Authority reserves the right undertake a flexible approach to call-off contract awards and direct awards using criteria as detailed in the call-off procedure.
The authority seeks to procure placements for children and young people using the DPV established under the provisions laid out in regulations 32, 34 and 76 of the Public Contracts Regulations 2015. The DPV will use adapted call-off procedures and techniques provided for within Public Contracts Regulations 2015 as well as procedures which are not, to enable call off contracts to be made for individual placement agreements and block contracts applying regulation 67(11) where appropriate. The DPV will also permit direct awards as set out in the call-off procedures.
