The U.S. Government currently occupies office and related space in a building under lease in Downtown NYC, NY that will be expiring. Offered space must meet Federal Government, State, and Local jurisdiction requirements including, but not limited to, fire life safety, security, accessibility, seismic, energy and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100-year flood plain unless the Government has determined it to be the only practicable alternative. Offerors shall be responsible for providing a standard GSA warm lit shell.
The Government is considering alternative space, if economically advantageous. In making this determination, the Government is considering, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and nonproductive agency downtime.
This procurement will be subject to all the rules, regulations, conditions and specifications stated in the Request for Lease Proposal (RLP) package that will be sent out pursuant to this advertisement.
At this time, the Government is only considering existing buildings, and will not consider new construction options.
Submission by anyone other than the owner or manager of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space.
Expressions of Interest must be received in writing no later than February 18, 2022 by 5:00 PM Eastern Time, and should include the following information at a minimum:
- Building name and address.
- Location of the available space within the building and date of availability.
- Rentable Square Feet (RSF) offered and full-service rental rate per RSF. Indicate whether the quoted rental rate includes an amount for tenant improvements and state amount, if any.
- ANSI/BOMA office area (ABOA) square feet offered.
- Floor plans (as-builts) identifying offered space; the building interior building layout drawings/pictures (preferably with dimensions shown) reflecting the space that is being offered.
- Ceiling height details throughout the offered space.
- Building ownership information.

Offerors must be registered for purposes of “All Awards,” including completion of all required representations and certifications within SAM. This registration service is free of charge.
