General Services Administration (GSA) seeks to lease the following space:

State:  NY

City:  New York (Lower Manhattan)

Proposed Delineated Area:  

North: Canal St with West Side Highway to Rutgers St

South: Battery Park

East: Canal St with Rutgers St to FDR Dr to Battery Park

West: Canal St with West Side Highway to Battery Park

Additional Requirements:

  • Offered space must meet Government requirements for fire safety, accessibility and sustainability standards per the terms of the Lease.
  • A fully serviced lease is required.
  • Space must be contiguous; stacked space is preferred.
  • Secure restrooms accessible only to government employees (or other tenants, in the event of a multi-tenant floor).
  • Subleases are not allowed.
  • Basement or below grade space will not be accepted.
  • Space offered above the ground level must be serviced by at least two accessible elevators, one of which may be a freight elevator.
  • The space should allow for efficient layout and office workflow and support a secure interviewing configuration. Columns must have regular spacing or sufficient distance to support effective design.
  • Space shall not be twice as long as it is wide.

The U.S. Government currently occupies office and related space in a building under lease in Downtown NYC, NY that will be expiring. Offered space must meet Federal Government, State, and Local jurisdiction requirements including, but not limited to, fire life safety, security, accessibility, seismic, energy and sustainability standards per the terms of the Lease.  A fully serviced lease is required.  Offered space shall not be in the 100-year flood plain unless the Government has determined it to be the only practicable alternative.  Offerors shall be responsible for providing a standard GSA warm lit shell.

The Government is considering alternative space, if economically advantageous.  In making this determination, the Government is considering, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and nonproductive agency downtime.

This procurement will be subject to all the rules, regulations, conditions and specifications stated in the Request for Lease Proposal (RLP) package that will be sent out pursuant to this advertisement.

At this time, the Government is only considering existing buildings, and will not consider new construction options.

Submission by anyone other than the owner or manager of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space.

Expressions of Interest must be received in writing no later than February 18, 2022 by 5:00 PM Eastern Time, and should include the following information at a minimum:

  1. Building name and address.
  2. Location of the available space within the building and date of availability. 
  3. Rentable Square Feet (RSF) offered and full-service rental rate per RSF.  Indicate whether the quoted rental rate includes an amount for tenant improvements and state amount, if any.
  4. ANSI/BOMA office area (ABOA) square feet offered. 
  5. Floor plans (as-builts) identifying offered space; the building interior building layout drawings/pictures (preferably with dimensions shown) reflecting the space that is being offered.
  6. Ceiling height details throughout the offered space.
  7. Building ownership information.
  8. Name, address, telephone number, and email address of authorized representative.
  9. Identification of public transit routes/stops near the property offered.

In order to respond to the Request for Lease Proposals (RLP), the Offeror must have an active registration in the System for Award Management (SAM), via the Internet at https://www.sam.gov/SAM/.  Offerors must be registered for purposes of “All Awards,” including completion of all required representations and certifications within SAM. This registration service is free of charge.  This registration is not required to respond to this advertisement, but it will be required prior to the Lease Award Date.
