Description: Provide personnel, facilities, and materials for a vehicle based force protection course

Specification/Qualification Requirements:

  1. Instructor Qualifications (Minimum of 2 instructor resumes shall be provided in the capability statement): 
    1. All instructors, must have a minimum of 7 years SOF/Law Enforcement or Government Agency experience and sworn statement that they have experience applying the tactics, techniques and procedures of vehicle based route planning and force protection.
    2. The instructors shall explain proper procedures verbally, demonstrate physically, and provide hands-on opportunities for each student.
    3. Instructors shall provide instruction on Surveillance/ Force Protection/Vehicle Movement Fundamentals in classroom and practical application scenarios that provides students with progressive and increasingly difficult training scenarios and operating skills. 
    4. Instructors shall provide necessary documents as credentials, i.e. career brief, job history, orders, or retirement summary.
    5. All Instructors proposed for this effort shall be considered Subject Matter Experts (SME). SME's are certain experienced professional and/or technical personnel that are essential for successful accomplishment of the work to be performed in support of this requirement.
    6. The instructors shall explain proper procedures verbally, demonstrate physically, and provide hands-on opportunities and feedback/progress reports for each student. The course shall not be in the lecture format. A ‘learn by doing’ approach shall be used in conjunction with an advanced learning philosophy, repetition, varying degrees of stressors and all practical learning environments.
    7. Role Players:
      1. Contractor will supply role players as needed. Role players must have a minimum of 5 years SOF/Law Enforcement or Government Agency experience and sworn statement that they have experience applying the tactics, techniques, and procedures of vehicle based route planning and force protection.
  2. Facility Requirements (Facility information/teaming agreement (if facilities are not owned by the prime) is required to be submitted in capability statement): 
    1. The awarded contractor’s training complex shall possess, at a minimum, the below listed specialty ranges, training areas and facilities to fulfill the training, and logistical requirements of this PWS:
      1. The contractor’s chosen location shall possess restrooms and classrooms on site and must be within 2 hours of Fort Bragg, NC. The STT will maintain a 3 hour recall requirement through the duration of the course.
      2. The contractor’s chosen location shall possess a consolidated area for pre-mission gear preparation, gear storage, and mission planning.
      3. The contractor’s chosen location shall be located in a Commercial/semi urban environment in order to facilitate unscripted foot traffic. The training location shall provide a natural civilian population required to conduct both foot and vehicle surveillance identification.
      4. The contractor shall be able to facilitate course of instruction for a minimum of 14 personnel.
      5. Training at private, public, commercial, State or local facilities that have been specifically developed, established, or coordinated for the purpose of training, such as that which will occur during the proposed training event.
