Description: Provide personnel, facilities, and materials for a reconnaissance based long range marksmanship course

Specification/Qualification Requirements:

  1. Instructor Qualifications (Minimum of 2 instructor resumes shall be provided in the capability statement): 
    1. All instructors must have a minimum of 10 years SOF experience with a minimum of 5 combat deployments in more than one areas of operation.
    2. All instructors must have/maintained a Secret clearance (due to operational TTPs).
    3. A minimum of 1 instructor with 10 years’ experience training personnel on GSR capabilities and vulnerabilities.
    4. Lead instructor must have a minimum of 10 years of SOF sniper operations.
    5. Secondary instructors shall be experienced with the discipline being trained and provide useful input and instruction to enhance training to the standards in this PWS.
    6. The instructors shall explain proper procedures verbally, demonstrate physically, and provide hands-on opportunities for each student.
    7. Instructors shall provide instruction on Marksmanship Fundamentals in reconnaissance scenarios that provides students with progressive and increasingly difficult training scenarios and operating skills. Instructors shall break down the training curriculum into separate subjects and key skill demonstrations /execution evolutions in order to better observe the students, provide guidance, and critique student execution.
    8. The instructors must be able to provide necessary documents as credentials, i.e. career brief, job history, orders, or retirement summary.
    9. All Instructors proposed for this effort shall be considered Subject Matter Experts (SME). SME's are certain experienced professional and/or technical personnel that are essential for successful accomplishment of the work to be performed in support of this requirement
    10. The instructors shall explain proper procedures verbally, demonstrate physically, and provide hands-on opportunities and feedback/progress reports for each student. The course shall not be in the lecture format. A ‘learn by doing’ approach shall be used in conjunction with an advanced learning philosophy, repetition, varying degrees of stressors and all practical learning environments.
  2. Facility Requirements (Facility information/teaming agreement (if facilities are not owned by the prime) is required to be submitted in capability statement): 
    1. The awarded contractor’s training complex shall be located within the Continental United States and possess, at a minimum, the below listed specialty ranges, training areas and facilities to fulfill the training and logistical requirements of this PWS:
    2. The contractor’s chosen location shall possess restrooms and classrooms on site and must have available lodging options for personnel within 15 miles of the training location.
    3. The contractor’s chosen location shall possess a consolidated area for pre-mission gear preparation, gear storage, and mission planning. 
    4. Shooting range shall allow use of military automatic firearms with calibers between 5.56 and 7.62. The contractor’s training location shall provide high angle ranges exceeding 2000 yards and provide elevation changes up to 500 feet.
    5. The contractor’s chosen location shall have available DoD Compliant Arms, Ammunition Storage Rooms, Magazines and Bunkers IAW the DoD 5100.76-M (Physical Security Manual).
    6. The contractor shall be able to facilitate course of instruction for a minimum of 14 personnel.
    7. Training at private, commercial, State or local facilities that have been specifically developed, established, or operated for the purpose of training, such as that which will occur during the proposed training event.
  3. Security Instructions: 
    1. Contractor personnel shall possess a minimum of a SECRET clearance at the start of performance of the contract. Refer to the DD Form 254, Contract Security Classification Specification, for this requirement for security requirements.
    2. Company (prime contractor) shall currently hold a minimum of a SECRET clearance or shall provide documentation from the government office responsible for their clearance stating that the clearance will be approved NLT 15 July 2021.
