The US Environmental Protection Agency (EPA), Region 2 intends to issue a purchase order, on a Sole Source basis in accordance with FAR 13.106-1(b)(1), to Four Winds Interactive. Four Winds Interactive is capable of providing both the hardware and the software platforms necessary to meet EPA Region 2 requirements and the EPA security requirements. Four Winds is also capable of performing the necessary patches and maintenance in the out year.



The installation of digital signage equipment, software hardware and configuration are required to provide digital display and associated services on multiple EPA floors in 290 Broadway. The cost includes the installation of proprietary software that allows EPA technical staff to manage content across the digital displays through a central console. The cost also includes proprietary hardware, Content Player, that will connect to Four Winds software system installed on a Region 2 server and display content across the Region 2 displays. The software also allows Region 2 to connect to Office 365 calendars to displays meetings scheduled in conference rooms. In addition to software and hardware components, training and workshops will be provided to technical staff so that implementation of signage services in Region 2 can be managed by Help Desk staff.



This procurement will be in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotes are not being requested and a written solicitation will not be issued. This notice is not a request for competitive quotations. However, any firm believing it capable of meeting EPA¿s requirements may submit technical documentations to establish the potential of complying with the requirements. Documentation must be submitted to the point of contact within 10 calendar days of the posting of this notice.



Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. A determination not to compete this requirement based upon responses to this notice is within the discretion of the EPA.
