(IST)   1.             The Government of India has applied for financing from the Asian Development Bank (ADB) toward the cost of Maharashtra District Connectivity Improvement Project. Part of this financing will be used for payments under the contracts named above. Igatpuri District Nashik 13.32   3.             Only eligible Bidders with the following key qualifications should participate in this bidding:    •               Technical Capacity: the Bidder, since 1 January 2016, should not have nonperformance of contract record and should declare any civil work contracts that have been suspended or terminated and/or performance security called by an employer for reasons related to the non-compliance of any environmental, or social and contractual obligations in the past five financial years. •               Construction Experience: the Bidder shall have at least one contract that has been successfully or substantially completed within the last 5 years which is similar to the proposed works, having same project cost and having design and construction experiences of minimum 2 lane rigid pavement road.   •               Financial Situation: the Bidder shall have a positive net worth; positive profit after tax for any two year out of five consecutive years; must meet minimum annual average construction turnover indicated on the Bidding Document.  •               For the complete eligibility and qualification requirements, Bidders should refer to the Bidding Document.   4.             Bidders should have experience in rigid pavement roads, highways, expressways, bridges, tunnels, runways, construction / reconstruction of railway tracks, yards for keeping containers etc, metro rails and ports, construction / reconstruction of Jetties, any other linear infrastructure including bridges etc.   as per details indicated in the ‘Section 3 – Evaluation and Qualification Criteria of the Bidding Documents.   5.             The Detailed scope of work for the above packages is defined in the Bidding Document. Bidders may bid for one or several contracts, as further defined in the Bidding Document.  The completion period for each package is 12 years (2 years as Construction period + 10 years as O&M including defect liability period).   6.             Open Competitive Bidding – National will be conducted in accordance with ADB’s        Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Documents.   7.             To obtain further information about the Bidding Document, Bidders may contact: The Chief Engineer & Project Director (EAP), Public Works Department, Bandhkam Bhavan, 4th Floor, 25 Murzban Road, Fort, Mumbai- 400001, INDIA, e-mail: [email protected].            8.             The complete Bidding Document including tender drawings, if any, shall be available for download         at     e-Tendering    portal   of     the   Government    of     Maharashtra https://mahatenders.gov.in/nicgep/app from 11.00 hrs. (IST) on 07 January 2022 up to 17:00 hrs. (IST) on 21 February 2022.    9.             Bid document can be downloaded from the eTendering portal of Public Works Department, Government of Maharashtra i.e. https://mahatenders.gov.in after entering the details  of a non-refundable payment of Rs.5900/- (Rs.Five Thousand Nine Hundred only) for one specific  works package, as per tender schedule and should be paid via online payment gateway mode only in favor of the Executive Engineer, Public Works Division Ahmadnagar as per Clause 11.2 (g) of Section 2, Bid Data Sheet. Each package’s bid document will have to be purchased individually.   10.           To participate in the e-Tendering process:   •               Bidders will have to register their Firm/Joint venture with e-Tendering Portal https://mahatenders.gov.in/nicgep/app to have a user ID and Password. •               Bidders should be in possession of Class III Digital Signature Certificate (DSC) in the name of the person duly authorized to sign on behalf of the Bidder from any of the licensed Certifying Agency (CA). Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to the tender.   14.           The Employer will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or submission of Bids.   15.           A Pre-bid meeting with bidders will be held at Office of the Chief Engineer and Project Director (EAP), Public Works Department, Bandhkam Bhavan, 4th Floor, 25 Murzban Road, Fort Mumbai- 400001, INDIA at 12:00 hrs.
