  ADVANCE CONTRACTING NOTICE Date: 1 December 2021 Country/Borrower: Republic of Kazakhstan Title of Proposed Project:   51264-KAZ: CAREC Corridors 1, 2, and 6 Connector Road (Kyzylorda–Zhezkazgan) Reconstruction Project Name and Address of Executing/Implementing Agency:  Joint Stock Company “National Company “KazAvtoZhol”  Office Address: 10A Konayev Street, Nur-Sultan, Kazakhstan Telephone: +7 (7172) 5715 16 Facsimile number: +7 (7172) 2789 21 E-mail: nurlan.bekmurzayev@qaj.kz     Brief Description of the Project:   Joint stock company National Company KazAvtoZhol intends to apply for a loan from the Asian Development Bank (ADB) for the Central Asia Regional Economic Cooperation (CAREC) Corridors 1, 2, and 6 Connector Road (Kyzylorda–Zhezkazgan) Reconstruction Project.   The project will improve the efficiency, safety, and sustainability of the road network in central Kazakhstan. It will upgrade road infrastructure, improve service delivery, and promote national and international transport and trade. The project will (i) finance the reconstruction of a strategic, 208 kilometers (km) highway section between Kyzylorda and Zhezkazgan in the Karaganda province; and (ii) strengthen institutional capacity of KazAvtoZhol National Joint Stock Company (KazAvtoZhol) in sustainability, road safety, procurement, contract management, and environmental management. The project road section is a strategic section linking the Central Asia Regional Economic Cooperation (CAREC) Corridors 1, 2, and 6, connecting the Russian Federation, East Asia, and South Asia. The project will contribute to more efficient and effective regional connectivity for improved trade and transit in the CAREC region.   Brief Description of Works and Consulting Services to be Procured:   Procurement and consultant recruitment will be conducted in accordance with the ADB Procurement Policy (2017, as amended from time to time) and Procurement Regulations for ADB Borrowers (2017, as amended from time to time)  The proceeds of the loan are intended to be used for the procurement of the following works, goods, and consulting services using open competitive bidding procedure. The items below are indicative for the purposes of this advance contracting notice, and specific procurement notices will be issued later. ●     Lot 7 Civil Works: km 216–km 266 • Lot 8 Civil Works: km 266–km 314  ●     Lot 9 Civil Works: km 314–km 369 ●     Lot 10 Civil Works: km 3369–km 424 ●     Two construction supervision firms, each in charge of two Lots (7–8 and 9–10) ●     Project management consultants It is expected that bidding for the works contracts for the construction of Kyzylorda–Zhezkazgan will commence in Q4 2021. Interested bidders from ADB member countries who wish to obtain additional information may contact the above-mentioned officer.  KazAvtoZhol has also applied for a loan from the European Bank for Reconstruction and Development and will notably finance six civil works packages (https://www.ebrd.com/work-withus/projects/psd/52149.html), three construction supervision consultant packages, and project management consultants.  While advance contracting is part of the normal procedure, approval of advance contracting and retroactive financing does not commit ADB to approve the loan/grant project or to finance the project costs.
