THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO SOLICIT ORDERS UNDER THE SUITE OF AETC IMMERSIVE LEARNING (IL) BASIC ORDERING AGREEMENTS (BOAs) (RFQ FA3002-21-Q-AETC_IL) TO THOSE VENDORS WHICH HAVE BEEN EVALUATED AND DETERMINED TO BE TECHNICALLY CAPABLE, AND HAVE BEEN ISSUED BOAs. THE ORDERS PLACED UNDER THESE BOAs WILL BE FOR [both Commercial and Research & Development] LIVE, VIRTUAL, AND CONSTRUCTIVE TRAINING ENVIRONMENTS, BIG DATA ANALYTICS, AND CLOUD SERVICES.

On Mar 15, 2021, the Government posted a Request for Quotation (RFQ) on SAM.gov for a suite of Basic Ordering Agreements (BOAs) for [both Commercial and Research & Development] Live, Virtual, and Constructive training environments, Cloud Services, and Big Data Analytics. This RFQ was posted as a 100% Small Business Set-Aside, with a due date and time of 19 April 2021, 10:00 AM CDT. In response to the RFQ, the Government received 58 quotations from 35 vendors. After completion of evaluations and determinations of technical capabilities and relevant experience, on Jul 3, 2021 the Government issued 37 quotations to the following vendors:

In the commercial suite of LVC, the following vendors have been issued BOAs:

Thus, the Air Force Installation Contracting Center (AFICC) – 338 ESS, JBSA-Randolph, TX 78150-4302, announces the intent to issue solicitations under the AETC IL BOAs to those vendors which have already been issued BOAs under the authority of 10 U.S.C. 2304©(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The ordering period will be from 3 Jul 21 – 2 Jul 26. HQ AETC has established this suite of BOAs in the spirit of the Federal Acquisition Streamlining Act. These BOAs are intended to decrease costs, reduce paperwork, and save time by streamlining the search for sources, the development of documents, and the evaluation of offers and selections of sources.
 

Any potential future on-boarding actions for this BOA will be posted on SAM.gov and all responsible sources may submit a proposal or quotation, to be considered by the agency. However, this notice of intent is NOT a request for proposals or quotations.
