SPECIFIC PROCUREMENT NOTICE Invitation for Bids Republic of Belarus Biomass District Heating Project Loan No 8351-BY Contract Title: “Modernization of Heating Networks in the Town of Buda-Koshelevo, Gomel Oblast” the IV-Ith Startup Complex” Reference No. (as per Procurement Plan): BDHP/ICB/20/05 (rebidding) 1.         The Republic of Belarus has received financing from the International Bank for Reconstruction and Development toward the cost of the Biomass District Heating Project, and intends to apply part of the proceeds toward payments under the contract for “Modernization of Heating Networks in the Town of Buda-Koshelevo, Gomel Oblast” the IV-Ith  Startup Complex 2.         The RUE “Belinvestenergosberezhenie” now invites sealed bids from eligible bidders for “Modernization of Heating Networks in the Town of Buda-Koshelevo, Gomel Oblast” the IV-Ith Startup Complex. The assignment includes: modernization of heating networks according to project documentation, testing, completion and commissioning and fulfillment of Guarantee obligations. The standard duration of the replacement of heating networks is 3 months. 3.         Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January, 2011  (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. 4.         Interested eligible bidders may obtain further information from RUE “Belinvestenergosberezhenie” and inspect the bidding documents during office hours from 08.30 a.m. to 5.00 p.m. at the address given below. 5.         A complete set of bidding documents in English (with its Russian translation) may be obtain by interested eligible bidders upon the submission of a written application to the address below. The document will be sent by e-mail or (at the bidder’s option) may be received by a bidder’s representative at the office of RUE “Belinvestenergosberezhenie” at the address specified below. 6.         Bids must be delivered to the address below at on or before 11:00 a.m. local time on February 2, 2021.  Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 11:00 a. m. local time on February 2, 2021.
